<br />disposing of sewage and sludge, namely the sewerage system <br />and the sewage treatment plant. <br /> <br />147. "Sewer" shall mean a pipe or conduit for carrying sewage or <br />other waste liquids. <br /> <br />147.1 <br /> <br />"Private Sewer" shall mean a sewer which 1S not <br />owned by a public authority. <br /> <br />147.2 <br /> <br />"Public Sewer" shall mean a <br />secondary sewer 1n which all <br />property have equal rights and <br />by the Sewage Works. <br /> <br />primary sewer or <br />owners of abutting <br />which is controlled <br /> <br />147 . 3 <br /> <br />"Sanitary Sewer" shall mean a sewer which carries <br />sewage and to which storm, surface, and ground <br />waters and unpolluted industrial wastewaters are <br />not intentionally admitted. <br /> <br />147 . 4 <br /> <br />"Storm Sewer" shall mean a sewer <br />storm and surface water drainage <br />sewage. <br /> <br />which carries <br />but excludes <br /> <br />148. <br /> <br />"Sewer Inspector" shall mean the person employed by the <br />of Mooresville to inspect and approve all sewer <br />construction or his duly authorized representative. <br /> <br />Town <br />line <br /> <br />149. "Sewerage System" or "Sewage System" shall mean the network <br />of sewers and appurtenances used for collecting, <br />transporting, and pumping sewage to the sewage treatment <br />plant. <br /> <br />150. "Shall" is mandatory; "may" is permissible. <br /> <br />151. "Sludge" shall mean any solid, semi-solid or liquid waste <br />generated from a municipal, commercial, or industrial <br />wastewater treatment plant, water supply treatment plant, or <br />air pollution control facility or any other waste having <br />similar characteristics and effects as defined in standards <br />issued under the Federal Water Pollution Control Act or Clean <br />Water Act 33USC Section 1342 and 33USC Section 1345 and in <br />the applicable requirements under Sections 3001, 3004, and <br />4004 of the Solid Waste Disposal Act PL 94-580, <br /> <br />152. "Slug" shall mean any discharge of water, sewage, or <br />industrial waste which in concentration of any given <br />constituent or in quantity of flow exceeds for any period of <br />duration longer than 15 minutes more than five times the <br />average 24 hour concentration or flows during normal <br />operation. <br /> <br />153. "Standard Industrial Classification (SIC) - A classification <br />pursuant to the Standard Industrial Classification Manual <br />issued by the Executive Office of the President, Office of <br />Management and Budget, 1972. <br /> <br />154. "Standard Methods" shall mean the laboratory procedures set <br />forth in the latest edition, at the time of analysis, of <br />"Standard Methods for the Examination of Water and <br />Wastewater" prepared and published jointly by the American <br />Public Health Association, the American Water Works <br />Association, and the Water Pollution Control Federation, and <br />"Guidelines Establishing Test Procedures for Analysis of <br />Pollutants," Regulation 40 CFR Part 136, published in the <br />Federal Register on October 16, 1973. <br /> <br />155. "Superintendent" shall mean the Superintendent of the Sewage <br />Department of the Town of Mooresville or his duly authorized <br />representative. <br /> <br />156. "Surcharge" shall mean the extra charges for sewerage service <br />assessed customers whose sewage is of such a nature that it <br /> <br />-5- <br /> <br />l <br />
