<br />I <br /> <br />imposes upon the Sewage Works a burden greater than that <br />covered by the basic service charge. <br /> <br />157. "Suspended Solids" shall mean solids which either float on <br />the surface of or are in suspension in water, sewage, or <br />other liquid and which are removable by laboratory <br />filtration. Their concentration shall be expressed in <br />miligrams per liter. Quantitative determinations shall be <br />made in accordance with procedures set forth in "Standard <br />Methods". <br /> <br />158. "Total Revenue" for purposes of this Ordinance shall mean <br />that revenue obtained from monthly minimum billing for the <br />use of and service rendered by the Sewage Works and does not <br />include front foot assessments, permit or inspection fees, or <br />other charges. <br /> <br />159. "Total Solids" shall mean the sum of suspended and dissolved <br />solids. <br /> <br />160. "Toxic Amount" shall mean concentration of any pollutant or <br />combination of pollutants, which upon exposure to or <br />assimilation into any organism will cause adverse effects, <br />such as cancer, genetic mutations, and physiological <br />manifestations, as defined in standards issued pursuant to <br />Section 307 (a) of P.L. 95-217. <br /> <br />161. "Toxic Pollutant" - Those substances referred to in the <br />Federal Water Pollution Control Act or Clean Water Act under <br />33USC Section 1342 and 33USC Section 1345 as well as any <br />other known potential substances capable of producing toxic <br />effects. <br /> <br />162. "Upset" An exceptional incident in which a discharger <br />unintentionally and temporarily is in a state of <br />noncompliance with the applicable standard due to factors <br />beyond the reasonable control of the discharger, and <br />excluding noncompliance to the extent caused by operational <br />error, improperly designed treatment facilities, lack of <br />preventative maintenance, or careless or improper operation <br />of the facilities. <br /> <br />163 . <br /> <br />"User" <br />permits <br />system. <br /> <br />shall <br />the <br /> <br />mean any <br />discharge <br /> <br />person that discharges, <br />of wastewater into the <br /> <br />causes, or <br />sewerage <br /> <br />164. "Wastewater Constituents and Characteristics" The <br />individual chemical, physical, bacteriological and <br />radiological parameters, including volume flow rate, and <br />other parameters that serve to define, classify, or measure <br />the contents, quality, and strength of wastewater. <br /> <br />165. "Unpolluted Water" is water of quality equal to or better <br />than the effluent criteria in effect, or water that would not <br />cause violation of receiving water quality standards and <br />would not be benefited by discharge to the sanitary sewers <br />and wastewater treatment facilities provided. <br /> <br />166. "Volatile Organic and Non-Organic Matter" shall mean the <br />material in the sewage solids transformed to gases or vapors <br />when heated at 550 degrees centigrade for 15 to 20 minutes, <br /> <br />167. "Watercourse" shall mean a channel in which a flow of water <br />occurs either continuously or intermittently. <br /> <br />168. <br /> <br />"National <br />Standard" <br />pollutant <br />accordance <br />applies to <br /> <br />Categorical Pretreatment Standard" or "Pretreatment <br />shall be defined as any regulation containing <br />discharge limits promulgated by the EPA in <br />with Section 307(b) and (c) of the Act which <br />a specific category of Industrial Users. <br /> <br />169. "Pass Through" shall mean the discharge of pollutants through <br />the wastewater treatment plant into the receiving stream In <br />quanities or concentrations which are a cause of or <br />significantly contribute to a violation of any requirement of <br />the city's NPDS permit including violation of the receiving <br />stream's water quality standards. <br /> <br />~ -6- <br />l <br />
