It shall be unlawful for any person to place, deposit, or permit to be deposited in an unsanitary manner upon public or private property within the Town of Mooresville, Indiana, or in any area under the jurisdiction of said Town, any human or animal excrement, garbage, or other objectionable waste. 202. It shall be unlawful to within said Town, or in said Town, any sanitary polluted waters, except provided in accordance Ordinance. discharge to any natural outlet any area under the jurisdiction of sewage, industrial waste, or other where suitable treatment has been with subsequent provisions of this 203. Except as hereinafter provided in Paragraphs 246 to 248, inclusive, no person shall construct or maintain any prlVY, privy vault, septic tank, cesspool, or other facility intended or used for the disposal of sewage. 205. The owner of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purpose, situated within the Town and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer of the Town, is hereby required at his expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this article, provided that said public sewer is within 300 feet of the property line. Said connection shall be made within thirty (30) days from the date the public sewer is made available. 206. No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Town Clerk-Treasurer. 207. No person shall make any connection with the public sewers or drains, or with any extension or connection previously made, without first obtaining a written permit from the Town Clerk- Treasurer. The application for such permit must be made in writing not later than the day previous to the opening of the street by the owner or authorized agent of the property to be connected, and must be accompanied by a clear description of the premises, the name of the owner, the number of fixtures to be connected therewith, and the name of the person employed to do the work. -7- l
