<br />That any such vehicle towed away for violating the provisions of this <br /> <br />Ordinance, shall be towed to a place of safe storage and shall not be returned <br /> <br />to the owner of such motor vehicle, until such time as the owner pays a reasonable <br /> <br />commercial towing charge, and storage expense, if any, as may be determined under <br /> <br />the circumstances; and in addition thereto, such owner of said vehicle shall pay <br /> <br />such fines as shall be assessed for the parking violation as provided in <br /> <br />Section IV. <br /> <br />SECTION IV <br /> <br />Violation of this Ordinance is hereby declared to be a misdemeanor, <br /> <br />punishable by fines of not less than One Dollar ($1.00) nor more than <br /> <br />Twenty-five Dollars ($25.00), <br /> <br />SECTION V <br /> <br />Whereas, an emergency exists, this Ordinance is declared to be in full <br /> <br />force and effect from and after its passage, and all ordinances or parts of <br /> <br />ordinances in conflict herewith, are hereby specifically repealed in whole or <br /> <br />in part, and the Clerk-Treasurer is directed to publish said Ordinance for two <br /> <br />(2) consecutive weeks. <br /> <br />I:' r <br />SAID ORDINANCE PASSED AND ADOPTED, this L.
