<br />mobile home subdivisions, start of construction is the date on <br /> <br />which the construction of facilities for servicing the site <br /> <br />on which the mobile home is to be affixed is completed. <br /> <br />R. "Structure" means a walled or roofed <br /> <br />building, mobile home, gas or liquid storage tank, that is <br /> <br />principally above ground. <br /> <br />S. "Substantial improvement" means any al- <br /> <br />teration, repaid, enlargment or extension of an existing <br /> <br />building. Such substantial modification is considered to oc- <br /> <br />cur when the first alteration of any wall, ceiling, floor or <br /> <br />other structural element of the building commences. This <br /> <br />term does not, however, include either (1) any project for <br /> <br />improvement of a structure to comply with existing health, <br /> <br />sanitary or safety code specifications or (2) any alteration <br /> <br />of a structure listed on the National Register of Historic <br /> <br />Places or the Indiana State Survey of Historic, Architectural, <br /> <br />Archeological and Cultural Sites, Structures, Districts and <br /> <br />Obj ects. <br /> <br />T. IIA variance II means a grant of relief <br /> <br />from the requirements of this Ordinance which permits con- <br /> <br />struction in a manner that would otherwise be prohibited by <br /> <br />this Ordinance. <br /> <br />ARTICLE III. <br /> <br />GENERAL PROVISIONS: <br /> <br />Section 1, Application: This Ordinance shall apply <br /> <br />to all areas of special flood hazards within the jurisdcition <br /> <br />of the Town of Mooresville, Indiana. <br /> <br />Section 2. Basis for establishing the area of Spe- <br /> <br />cial Flood Hazard: The areas of special flood hazard are iden- <br /> <br />tified by the Federal Insurance Administration in a scientific <br /> <br />and engineered report entitled "The Flood Insurance Study for <br /> <br />the Town of Mooresville, Indiana", dated October 15, 1982. The <br /> <br />Flood Insurance Study has delineated the special flood hazard <br /> <br />areas into three districts, Floodway (FW), Flood Plain (FP) <br /> <br />and Floodway Fringe (FF).
