r Section 4: Alteration of water courses: A, The Building Inspector shall notify adjacent communities and the Indiana Department of Natural Resources prior to any alteration or relocation of a water course, and submit evidence of such notification to the Federal Insurance Administration. B. Require that maintenance is provided within the altered or relocated portion of said water course, so that the flood carrying capacity is not diminished. Section 5: Interpretation of Boundaries: The Building Inspector of the Town of Mooresville shall make interpretation where needed as to the exact loca- tion of the boundaries of the areas of special flood hazards, such as where there appears to be conflict between a mapped boundary and the actual field conditions. Any person con- testing the location of the boundaries shall be given a reasonable opportunity to appeal the interpretation as pro- vided in Article V. Section 6: Absence of Flood Elevation Data: For improvement in designated A zones under Arti- cle III. Section 2, in the absence of Federal Insurance Ad- ministration base flood elevation date approved by Indiana Department of Natural Resources; the building inspector shall consider other available data to assure that residential structures are elevated to at least two feet above base flood level, and the elevation of floodproofing of non-residential structures to at least two feet above the base flood level. ARTICLE V. VARIANCE PROCEDURE: Section 1: Appeal Board: A. The Mooresville Board of Zoning Appeals, as established by the Town of Mooresville, Indiana, shall herein decide appeals and request for variances from the re- quirements of this Ordinance. B.
