1183 <br /> February 17, 2015, <br /> The Mooresville Town Council met in regular session on Tuesday, February 17, 2015, at 6:30 P. M, at the <br /> Mooresville Government Center. <br /> Council members present: President Mark Mathis,Vice-President Virginia Perry,Tony Langley,Joe <br /> Beikman, and Jeff Cook. No members were absent. Attorney Tim Currens was present. <br /> Mark Mathis gave the prayer. <br /> A motion was made by Councilwoman Perry with a second by Councilman Beikman to accept the <br /> minutes as received for February 3, 2015. Motion carried 5-0. <br /> Appointment to the Police Commission: Councilwoman Perry made a motion with a second by <br /> Councilman Cook to appoint Fred Settle to the Police Commission. Motion carried 5-0. <br /> Next: The Government Center Use policy: Councilman Langley had a problem with the policy draft and <br /> He thought it would make sense to do the Security Plan before approving a Government Center Use <br /> Policy. The Council discussed item#3 and item#16. <br /> A motion was made by Councilwoman Perry with a second by Councilman Langley to approve the policy <br /> with these amendments:events if sponsored by non-profit and commercial meetings if there is no <br /> buying or selling and Council President Mathis will be signatory. Motion carried 5-0. <br /> David Moore,Street Superintendent, presented a new dump truck to replace the Sterling Dump Truck <br /> they have currently. The trade-in would be$20,000. The Park needs a dump truck and Councilman <br /> Beikman said the Park could pay MVH for it. Brent Callahan, Park Superintendent said he would call the <br /> Park Board members. <br /> A motion was made by Councilman Beikman with a second by Councilman Langley to allow purchase of <br /> dump truck on lease from L R&S Fund and if the Park wants to buy the other dump truck they can. <br /> Motion carried 5-0. <br /> End of 2014 year line items in the budgets transfers were approved and signed by the Town Council. <br /> The Wastewater Bad Debts were scratched from this meeting until legal counsel looks into them and <br /> tabled to March 3, 2015 meeting. <br /> Councilman Langley brought up the traffic study on Samuel Moore Parkway stating we need to proceed <br /> on this or put it to rest. Chief Allen commented they had done statistics; citations, speed, accidents, etc. <br /> Councilman Beikman said the road is not technically in Town. Attorney Currens said he didn't think <br /> county would care what speed is posted. Councilman Beikman said a radar needed to be used at the <br /> two peak hours. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to approve the Traffic <br /> Study on Samuel Moore Parkway be done by the Street Department and Police Department. Motion <br /> carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to approve <br /> amendment to Ordinance 7, 2014,Salary Ordinance,to include a Part-time seasonal employee in the <br /> Storm Water Department at$12.00 per hour. Motion carried 5-0. <br /> A motion was made by Councilwoman Perry with a second by Councilman Beikman to approve payment <br /> of claims in the amount of$283,218.71. Motion carried 5-0. <br /> Comments from the Public: <br /> Chris Hester asked why the Park would have to pay for the dump truck. Attorney Currens answered <br /> because they are two different taxing districts. <br /> Nancy Cauldwell commented about the 30 mph on Samuel Moore Parkway saying someone is always on <br /> your back bumper. <br />
