REDEVELOPMENT COMMISSION MINUTES <br /> MONDAY, FEBRUARY, 17, 2014 <br /> 6:00 P. M. <br /> Redevelopment commission members present: Chairman Harold Gutzwiller,Tim <br /> Corman, Don Stultz, and Bill Boyd. George Watkins was absent. School Board member <br /> to Commission, Mark Meadows was also present. Town attorney Tim Currens was <br /> present. Chelsea Mann, Morgan County Economic Director was present. <br /> A motion was made by Commissioner Stultz with a second by Commissioner Cornian to <br /> approve minutes of January 23, 2014 meeting. Motion carried 4-0. <br /> A motion was made to approve January 30, 2014 Executive Session minutes by <br /> Commissioner Conuan with a second by Commission Boyd. Motion carried 4-0. <br /> Financial Report: No change from last meeting. Clerk's office is not out of 2013 as of <br /> yet. <br /> Gateway: Carl Kincaid from Rundell Emstberger, brought a third concept for the bridge <br /> over Highway 67 and costs ihr different elements. This concept is a tube and the tube is <br /> wrapped in a metal fabric in a ribbon like effect t. The bridge has the State flag over it <br /> and Mooresville across the top of bridge. Mr. Kincaid showed pictures of the median <br /> treatment downtown, Paul Hadley Park as a gateway element with a spray splash pad <br /> added, the north and south gateway area with the torch, and a roundabout area on Bridge <br /> Street. <br /> Mr. Kincaid told the commission the cost estimates did not include land acquisition as <br /> well as design fees. Phase 1, 1.1m North and South Gateways with the torch. Phase 2, <br /> Paul Hadley Park and Phase 3, the roundabout and improvements on State Highways. <br /> There is a process down the road to try and get dollars from the State. <br /> The Gateway Bridge depends on trails to connect the bridge to: The Parks are working <br /> on a trail system with adjoining towns. <br /> The commission wants Carl to come back in March and give the phases by cost <br /> breakdown and estimates on the 60 foot obelisk(the tall part of the torch the flame sits <br /> on), steel ribbon estimate, and the park estimate. About one-third of the cost of Paul <br /> I ladley Park is the splash pond and the shelter. <br /> r <br />
