<br />. <br /> <br />The Mooresville Plan Commission met in regular session on <br />December 1, 1977, rather than the usual 4th Thursday, because <br />of tne Thanksgiving Holiday. <br /> <br />The meeting was called to order at 7:30 P.M. by Chairman, <br />Robert Farmer. Hembers present were: Steve Edwards, 'ililliam <br />~ Abbott, Eweather Stephens, Jean Henderson, Tilford Bailey, Robert <br />Farmer and Paul Walters again substituting for George Smith, by action <br />of the October meeting. David E. Lawson, Attorney for the Board <br />was also present. <br /> <br />The minutes were read and approved as corrected. <br /> <br />Docket #5 1977 - a petition by Clifford and Eva Kirk and <br />Franchise Realty Corp. for McDonald's Restuarant was introduced for <br />consideration. However, Attorney Steven Harris asked for a contin- <br />uation.Because of a misunderstanding of the attendance of a full <br />board a representative for McDonalds was out of town and unable to <br />attend. <br /> <br />A motion to grant the continuation was made by Eweather Stephens <br />and seconded by Steve Edwards. Agreement was unanimously in favor. <br /> <br />Attorney Lawson informed interested persons in attendance that <br />further notices would not be sent and the hearing would be at our <br />next meeting scheduled for Dec. 29, 1977. <br /> <br />Docket #6, 1977, The re-filed petition for Spring-Hill Rooker <br />Farms and Option-Holders, Cloverleaf Properties an Indiana <br />Partnership, was introduced by Attorney Steve Harris. For the <br />benefit of new member Jean Henderson, Attorney Harris explained in <br />detail (see introduction from October meeting, same material used) <br />X~~ that petitioners were asking to have land bordered by St. Rd. <br />#67 and St. Rd. #144 rezoned from residential A-Single Family to 8- <br />Multi-Family to permit the construction of eighty (80) apartments. <br /> <br />Partners of Cloverleaf and attorney Gene Burrous presented many <br />surveys (see attached) to the Plan Commission to support their <br />contention that the management of any apartment complex is the <br />determining factor in the future physical condition of that complex. <br />Survey's relating to existing Cloverleaf properties were used as <br />evidence that they thoroughly research and maintain their properties. <br /> <br />Paul Bryant objected to the lengthy presentation by Attorney <br />Burrus siting that it had nothing to do with land use per se.Chair- <br />man Farmer Agreed the dissertation was lengthy and should end <br />presently. <br /> <br />o <br /> <br />Remonstrators speaking to their concerns for Long-range effect <br />the proposed complex would have on the Town and to objections to <br />Federally subsidized housing were: <br /> <br />Paul Bryant, 108 W. Washington St., Realtor and land Developer. <br />Jim McClimon, 4 Wilson Dr, Willwood <br />Jim Neitzel, Member of local School Board <br />Pete Swisher, Representative of Kendrick Hospital <br />H.D.
