Lauren Matthes told the commission that if a major sewer upgrade was needed they could
look at TIF as a way to finance part of the upgrade. You would have to look at how
much of the sewer plant is served by the TIF area. Attorney Currens said actually you
can go beyond that scope. He had talked a little with Rich Starkey about this. Lauren
Matthes said they might want some type of parallel analysis when looking at the sewer
rate impact at the same time you look at how much TIF is subsidizing. You might not
want to just piece meal everything for the sewer for the next ten years it might be more
efficient to do a bond and know how much you are going to pay for rates and how much
TIF money will be paid out rather than a million here and a million there.

The next meeting date will be on Monday, February 23, 2004 and tentative time will be
6:00 P. M.

Meeting was adjourned. ~~~.~ j~~~,
Chairman

ATTEST:

Secretary

C

C
