The next meeting of the Mooresville Town Council will be Tuesday, August 29, 2000, at 6:30 P. <br /> M. at the Mooresville Town Hall. This meeting will be the first public hearing for the 2001 <br /> budget. <br /> <br /> Mark Mathis, Presi <br /> <br /> August 29,2000 <br /> <br /> The Mooresville Town Council met on Tuesday, August 29, 2000, at 6:30 P. M. at the <br /> Mooresville Town Hall. <br /> <br /> Council members present were: President Mark Mathis, Toby Dolen, John L. Clark, Tom <br /> Warthen, and Andy Pygman. No members were absent. Town attorney Tim Currens was <br /> present. <br /> <br /> Motion was made by Councilman Warthen, second by Councilman Dolen to approve the <br /> minutes of the August 15, 2000 meeting. Motion carted 5-0. <br /> <br /> This was a meeting for the First Public Hearing on the Budget for 2001. There was no response <br /> from the audience or the council when this item was announced. <br /> Ross Holloway from Holloway & Associates presented a request for a rezone of the Wyttenbach <br /> property located at Bethel Church Road and Keys Road from Agriculture to R1A. This request <br /> was recommended to Town Council by the Plan Commission to approve by a vote of 5-3. Mr. <br /> Holloway told the council the homes will be on approximately one acre (if on septic), 1600 <br /> square feet of living area minimum, 80% brick, two car attached garage, and a basement. Mr. <br /> Holloway also stated that issues raised with platting will be met at the time of platting and if <br /> sanitary sewers are a possibility, then the lots would be less than one acre. Councilman Warthen <br /> said the Master Plan shows single family residences for this area and the Master Plan was in the <br /> process of being re-written. Developer Chris Crouch asked if the plan still called for one <br /> driveway per two homes. Mr. Holloway replied that this was a platting issue. Mr. Crouch <br /> replied he had measured Width of Bethel Church Road and it was 15 foot wide and he thought <br /> this road needed to be cleared out and the road be made wider. He also said he thought the <br /> driveways and roadways should all be internal. Mr. Holloway told the council there would be <br /> storm sewers, curbs, and sidewalks if there was high density. If the lots were larger a variance <br /> would be sought for no sidewalks. Chris Crouch gave a map to each council member that <br /> showed the entire area surrounding this project. 211 acres are presently zoned Industrial. His <br /> thought was that more of the land in this area could be set aside for industrial zoning. Town <br /> Council President Mark Mathis stated that his opinion is to reserve land for future growth and <br /> ' the Comprehensive Plan is being reviewed at this time. Councilman Warthen stated the <br /> Wyttenbaehs could still develop one acre lots with zoning of Agriculture. He also stated there <br /> was no contiguity for annexation. Councilman Dolen stated he preferred less density. Motion <br />· was made by Councilman Warthen, second by Councilman Pygman to overturn the Plan <br /> Commission recommendation and deny the request for rezone to R1A. Motion carried 5-0. <br /> <br /> Motion was made by Councilman Warthen, second by Councilman Dolen to approve <br /> reimbursement to North Indiana Street, Inc. for $35,485.60 from Sewer Developer Availability <br /> Fund. Motion carried 5-0. <br /> <br /> Next, attorney Tim Currens presented Dr. Reyman's request for rezone of property on State <br /> <br /> <br />
