Motion carried 5-0. <br /> <br /> Street Superintendent Joe Beikman reported grouting quote was $16,228.00, but he needed to <br /> see the quote before Council voted. <br /> <br /> attorney told the council the bucket truck could be purchased the following <br /> Town <br /> Tim <br /> Culxens <br />way: Park- one-half the cost from Food and Beverage Town--one-half the cost from Local <br />Roads and Streets. Motion was made by Councilman Dolen, second by Councilman Clark to <br />approve allocation of $15,000 to be divided between the Park and Town from the two funds. <br />Motion carded 5-0. <br /> <br /> Motion was made by Councilman Pygman, second by Councilman Dolen to approve allocation <br /> of $12,288.00 for two steel poles and eight flasher lights for North Indiana Street and Carlisle <br /> Street, and $7,200 for Bridge Street and Indianapolis Road signal improvements. Motion carried <br /> 5-0. <br /> <br />Motion was made by Councilman Clark, second by Councilman Dolen to approve advertising <br />for a Public Hearing to additional appropriate $26,988.00 for one-half of bucket truck ($7.500), <br />signal at Bridge Street ($7,200), and two steel poles with eight flasher lights at North Indiana <br />Street and Carlisle Street ($12,288,00) from Local Roads and Streets. Motion carried 5-0. <br /> <br />Motion was made by Councilman Dolen, second by Councilman Clark to approve Sewer <br />Availability Fees for TOA, USA in the amounts: Availability fees: $16,500.00 <br /> Connection fees: 13,500.00 <br />Motion carded 5-0. <br /> <br />Councilman Warthen reported to the Council that <br /> Our <br /> current <br /> health <br /> insurance <br /> (Avemco) <br /> quote <br />was very high. Information was submitted to four other companies and history caused denials to <br />be sent back. The town's policy expires on 9-1-00. Fidelity Security was a lower quote of <br />$553,327.36 which was an increase of 43%. Dean Mayfield told the council that the town <br />switched to Avemco from Fidelity Security two or three years ago because ora lower price. <br />Now we have an older base of employees. There were three proposals and five declines. <br />Motion was made by Councilman Dolen, second by Councilman Clark to approve Fidelity <br />Security for this years policy plan. Motion carried 5-0. <br /> <br />Town attorney Tim Currens reported he had done research on a civil ordinance to give the police <br />the right to issue civil tickets for curfew violations. He told the council a criminal ordinance <br />could not be created, but a civil ordinance could be created. He will bring prepared ordinance to <br />Town Council meeting. <br /> <br />Fire Chief, Les Farmer reported no information on the early warning system installation. <br /> <br /> Animal Control Officer Mark Taylor reported twenty-five (25) calls, six (6) impounds, and zero <br /> (0) returned. <br /> <br /> EDC Director Harold Gutzwiller reported the State of Indiana had invited Mooresville to Japan <br /> for a conference in Tokyo from September 8 to 15. Mooresville was one of seven communities <br /> invited. Harold Gutzwiller and Mark Mathis will be the representatives for Mooresville. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Clark to approve payment of <br /> claims. Motion carded 5-0. <br /> <br /> There being no further business to come before the Council at this time a motion was made by <br /> Councilman Dolen, second by Councilman Clark to adjourn the meeting.
