November 6, 2001 The Mooresville Town Council met in regular session on Tuesday, November 6, 2001, at 6:30 P.M. at the Mooresville Town Hall. Council members present were: President Tom Warthen, Andy Pygman, John L. Clark, Toby Dolen, and Mark Mathis. No members were absent. Attomey'Tim Currens was present. Max Holzclaw from the Grace Missionary Church gave the prayer. Motion was made by Councilman Pygman, second by Councilman Clark to approve the minutes of the October 16th meeting. Motion carried 5-0. Judy Anderson appeared before the town council to request permission to hook on to the sewer on Slideoff Road. She told the council she lived across the street from North Madison Crossing where a sewer line is. The town has no one currently on the sewer on Slideoff Road. Building Inspector Joe Beikman doesn't believe there is a line across from Mrs. Anderson's home. President Warthen told the other members he would like to investigate further and table this to the November 20, 2001 meeting. Council agreed. Councilman Mathis asked Mrs. Anderson if she were to get permission to hook on to the sewer, would she oppose annexation to the Town of Mooresville. She told the council she would not object. Councilman Dolen reported to the council he had talked to Joe Beikman concerning hanging the Christmas Decorations the Town already has available. We now haVe a bucket track to hang the lights and decorations. Councilman Dolen suggested to the other members this was what the Town should do this year. Motion was made by Councilman Pygman, second by Councilman Mathis to use our current decorations. Motion carried 5-0. Councilman Pygman said he wanted the wom flags replaced also. Street Superintendent Beikman told the council the worn flags were taken down on Monday and replaced. Motion was made by Councilman Dolen, second by Councilman Clark to give permission to advertise for an additional appropriation from the General for the money reimbursed from insurance for the totaled car of Mark Harris in the amount of $14,371.00. Motion carded 5-0. The Public Hearing will be set for November 20, 2001. Legal: Motion was made by Councilman Dolen, second by Councilman Pygman to approve Resolution #4, 2001 to establish a Methodist Church Renovation Donation Fund. Motion carried 5-0. Motion was made by Councilman Mathis, second by Councilman Dolen to approve the refund agreement with Mooresville Christian Academy for $72,282.95 from the Developer Availability Fund. Motion carded 5-0. Motion was made by Councilman Dolen, second by Councilman Clark to approve Ordinance ~9, 2001 for no parking at Jefferson and Harrison Streets. Motion carded 5-0. Motion was made by Councilman Clark, second by Councilman Mathis to approve a Developer Availability sewer refund contract for Carter Lee in the amount of $10,685.50. Motion carried 5-0. Building Inspector Joe Beikman gave the council a new schedule of fees for building permits, etc. to review for the November 20, 2001 meeting. Animal Control Office Mark Taylor reported thirty-two (32) calls, six (6) impounds, and two (2) retumed.
