M. at the Mooresville Town Hall.

Tom War'n,/h~esident

Sandra R. Perry, Clerk-Treasurer

The Mooresville Town Council met in regular session o-n Tuesday, March 19, 2002 at 6:30 P.M.
at the Mooresville Town Hall.

Town Council members present were: President Tom Warthen Mark Mathis, Andy Pygman,
Toby Dolen, and John L. Clark. No members were absent. Town attorney Tim Onrens was
present.

Motion was'made by Councilm.an Clark, second by Councilman Dolen, to approve the minutes
for March 2, and March 5, 2002 meetings. Motion carded 5-0.

Next was Leonard Scott, 697 Indianapolis Road, asking to connect onto the town sewer and for
the Availability Fee for the church they are building. Mr. Beikman said the Scott's would send
a letter asking to be annexed into town if they are allowed to connect to the town sewer and the
Availability Fee would be $4000.00.

Motion was made by Councilman Mathis, second by Councilman Clark, to approve the sewer
connection and availability fee of $4000.00 for the Leonard Scott property at 697 Indianapolis
R/)ad, subject to the voluntary annexation. Motion carded 5-0.

Next on the agenda was Helen Humes, EDC Director, presenting the eleven CF-I's for approval
for the tax abatement. She submitted a report outlining the eleven companies in Mooresville
that have active tax abatements. She thinks that during the past several months that we have
b~n extremely fortunate that. most all of our companies have been able to operate in a very
suostantial compliance with their statement of benefits. During a time when Indiana has lost
many many jobs and seen many industries close, here in our town we have been fortunate not to
have been faced with that. On the CF-I's you will note that all the companies are in compliance
with the exception of one and we have representatives from that company here with us tonight
to answer any questions you might have. Molex due to a down mm in the technology market
they serve and the lasting effects of September 11, 2001 have found it necessary to decrease
employment over the past few month. They have not added the equipment that had been
anticipated, due to the slow market. The company has made a valiant effort to maintain their
production and some hang on waiting for that market to pick up. Most economists forecast that
most improved, market conditions will occur in the year 2002. Unfortunately we cannot predict
the future, but we hope we will see an improvement in the telecommunications,
communications, and computer market served by Molex microwave and connector division.
Based on the type of jobs they provide here in MOoresville and the diversification they add to
our community, she strongly recommended the council give their support to Molex with
continuation of their tax abatement due to market conditions beyond their control. It is her
recommendation that all eleven companies listed be approved. She noted that Woods Industries
tax abatement has expired, they have completed their six year abatement and one company
Majestic Block did not apply last year an therefore they will not be considered this year. Mr.
Currens stated that there is part of, Indiana Code which allows where there is a problem with
the economy in general, a specific industry has a downfall in productions, allows the council to
approve them even if they are not in total compliance because there are things that have
occurred-beyond theircouixol iha~ have-zreateOenatsituation. __ _

Motion was made by Councilman Dolen, second by Councilman Clark, to approve the CF-1 for
tax abatement for the Molex Corporation. Motion carded 5-0.

Mr. Currens stated that since the Council had looked at all the CF-I's ahead of time and found
them in compliance, that they could make a motion to cover all the other ten companies on the
listed submitted by Ms. Humes. Mr. Mathis stated that all the companies Were in compliance.
