217 April 19, 1994 The regular meeting of the Mooresville Town Council was held Tuesday, April 19, 1994 at 7:30 p.m. at the Mooresville Town Hall. Council members present were Tim Viles, Steve Edwards, Dick Heald, Steve Ballard and Pat Overholser. No members were absent. Minutes of the previous Town Council meeting and the special meeting held Tuesday, April 12, 1994 were approved as submitted. Mr. David Bridges representing the parents of the Mooresville Post Prom Committee appeared before the Council requesting approval for a roadblock on April 23, 1994 from 10:00 a.m. - 4:00 p.m. Motion was made by Councilman Heald, second by Councilman Viles to approve a roadblock for the Mooresville Post Prom Committee for April 23, 1994 from 10:00 a.m. - 4:00 p.m. Motion carried unanimously. Motion was made by Councilman Ballard, second by Councilman Edwards to approve the Contract for Expenditures of Funds Between the Civil Town of Mooresville and the Mooresville Area Senior Center in the amount of $10,000.00 for 1994. Motion carried unanimously. Motion was made by Councilman Viles, second by Councilman Ballard to Proclaim May 5, 1994 a day of prayer in the Town of Mooresville in conjunction with National Day of Prayer. Motion carried unanimously. Motion was made by Councilman Heald, second by Councilman Ballard to approve the radio dispatch contract with the Brooklyn Volunteer Fire Department. Motion carried unanimously. Motion was made by Councilman Viles, second by Councilman Ballard to approve the contract with M & S Iawncare for mowing services for the Town's cemeteries. Motion carried unanimously. Motion was made by Councilman Ballard, second by Councilman Heald to approve an agreement with Brown Township for responsibility for providing emergency services on State Road 67 through the Town of Mooresville. Motion carried unanimously. Council President Overholser advised the Council that Fire Chief Darrell Brown will be in charge of finding solutions for the town buildings to be in compliance with the Americans with Disabilities Act. Town Engineer Bill Abbott presented the Council a proposal for changing the traffic flow at the intersection of Indianapolis Road and Old State Road 67. Park Board member Bill Roberson submitted his resignation from the Mooresville Park and Recreation Board to Council President Overholser effective May 9, 1994. Councilman Heald reported the Council held an administrative staffing review with Park Superintendent Brent Callahan on Tuesday, April 19, 1994 at 6:30 p.m. at the Mooresville Town Hall. Council President Overholser advised the Council that Home Bank will hold a ground breaking ceremony on Friday, April 22, 1994 at 3:00 p.m. at the site of their new building at Mooresville Town Center. The Council discussed the potential problems with planning in the Town of Mooresville if Morgan County adopts an Area Planning Commission.
