This was a regular session, but on a dill'creW, date. <br /> <br />Town Council members present were: President Mark Mathis, Toby l)olcn, Bill ~,¥~ ighl, <br />Andy Pygman. Councilman Jim Hensley was absent. <br /> <br />Motion was made by Councilman Wright, second by Councilman Dolcn to approve minutes t~t' <br />November 4, 1998 with the change of Rezone of Indiana Farmers on East High Street Ii om R es. <br />to B-l, the vote being 4-1, Councilman Pygman opposed, instead of vote 5-0. Motit~n caiticd <br />0. <br /> <br />Council President began the meeting with a statement: He wants an outside pasicl or <br />to research the To~vn Manager position and the new members of the 1999 Council decide ii' a . <br />manager is needed. <br /> <br />Councilman Bill Wright said he wanted a retraction in the local newspaper stating he did not say <br />a salary of $80,000.00. The tape of the meeting was listened to and Councilman Pygman said he <br />meant $80,000.00 for the whole budget for a Town Manager. Motion was made by Cotmcihn~l~ <br />Dolen, second by Councilman Wright to do as Council President Mark Mathis suggested <br />concerning a committee and the 1999 Town Council researching and deciding the 'l'o~vn <br />Manager position. <br /> <br />A discussion ensued in which President Mathis asked Martha Thompson to serve on <br />committee and she agreed. He said probably should be two people outside the Com~cii ami <br />Council member. Joe Harris, Shirley Pauley, and Kenny Thompson all commented duri!!g the <br /> <br />position. He answered he did not. <br /> <br />Bill Abbott reminded the Council a motion was still on the tloor. Councilman Pygman asked <br />he could comment and said he thought all of 1999 should be used to research the ToW!~ Manage~ <br />position and let the new council members be in on the research, then in the ~,~ 2000 ifa Toxin <br />Manager is decided upon a budget will be set beginning with January of 2001..~': Councilman <br />Dolen agreed and amended his motion to follow Councilman ' ' <br /> I ygman s reco~el~dation. <br />Councilman Wright withdrew his second on this motion and Councilman Pygman seconded. <br />The motion carried 3-1. Councilman Wright opposed. <br /> <br />Motion was made by Councilman Wright, second by Councihnan Dolen to approve a ltl <br />year tax abatement for Viking Power Tools and Jack Elrod Company. Motion carried ,t~tL <br /> <br />Motion was made by Councilman Wright, second by Councilman Dolen to approve <br />Confirmatory Resolution//9, 1998 for Tax Abatement for Viking and Elrod Companies. <br />carried 4-0. <br /> <br /> President Mark Mathis proposed to the Council Brian Nelson be appointed to the <br /> Redevelopment Commission to replace Bud Swisher who resigned. Motion was made by <br /> Councilman Dolen, second by Councilman Wright to appoint Brian Nelson to the <br /> Redevelopment Commission. Motion carried 4-0. <br /> <br /> Mary Jane Cheeseman was asked if she would like to serve on the committee to research Town <br /> Manager position, she said she would. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Wright to approve on first <br /> reading Ordinance//26, 1998 for Jack Elrod Co to obtain financing thru an Indiana Revcnt~e <br /> Bond. This is not an obligation to Town of Mooresville, it is thru the Federal Goverument. <br /> Motion carried 4-0. <br /> <br /> Animal Control Officer Mark Taylor asked to encumber money for thc Dog Kennel which <br /> completed. Council agreed and signed Purchase Order. He report~,J <br /> inspections, and two (2) returned. <br /> <br /> <br />
