56:6 <br />September 17, 2002 <br />The Mooresville Town Council met on Tuesday, September 17, 2002, at 6:30 P. M. at the <br />Mooresville Town Hall. <br />Council members present: President Tom Warthen, Andy Pygman, Toby Dolen, J. L. <br />Clark, and Mark Mathis. No members were absent. Town attorney Tim Currens was <br />present. <br />B. J. Bunjard from the Church at Mt. Gilead gave the prayer. <br />First on the agenda was the Final Adoption of 2003 Budget. Motion was made by <br />Councilman Mathis, second by Councilman Dolen to approve the budget for CCD in the <br />amount of $572,885.00. Motion carried 5 -0. Motion was made by Councilman Mathis, <br />second by Councilman Dolen to approve a budget for the Police Department in the <br />amount of $1,735,903.00. Motion carried 5 -0. Motion was made by Councilman Dolen, <br />second by Councilman Clark to approve the EDC budget in the amount of $143,235.00 <br />Motion carried 5 -0. Motion was made by Councilman Mathis, second by Councilman <br />Pygman to approve the Town Hall budget in the amount of $ 668,974.00. Motion carried <br />5 -0. Motion was made by Councilman Dolen, second by Councilman Clark to approve a <br />budget for the Fire Department in the amount of $1,221,372.00. Motion carried 5 -0. <br />Motion was made by Councilman Clark, second by Councilman Dolen to approve a <br />budget for the Town Court in the amount of $ 141,663.00. Motion carried 5 -0. Motion <br />was made by Councilman Mathis, second by Councilman Pygman to approve a budget <br />for the Utility Department in the amount of $128,520.00. Motion carried 5 -0. Motion <br />was made by Councilman Pygman, second by Councilman Dolen to approve the MVH <br />budget for $822,834.00. Motion carried 5 -0. Motion was made by Councilman Dolen, <br />second by Councilman Clark to approve a budget for Park & Recreation in the amount of <br />$600,103.00. Motion carried 5 -0. Motion was made by Councilman Mathis, second by <br />Councilman Dolen to approve a total budget for 2003 in the amount of $6,035,489.00. <br />Motion carried 5 -0. <br />Motion was made by Councilman Mathis, second by Councilman Dolen to approve a <br />resolution for the Clerk- Treasurer to take monies out of Line 1 of the 2003 budget if <br />necessary. Motion carried 5 -0. <br />Motion was made by Councilman Clark, second by Councilman Pygman to close East <br />Main Street to Clay Street for Victorian Christmas on Saturday, December 701, 2002, <br />provided they inform the street, fire, and police departments. Motion carried 5 -0. <br />Motion was made by Councilman Clark, second by Councilman Dolen to have No <br />Parking on the North side of West Harrison Street ( by the fire department) to load people <br />for carriage rides. Motion carried 5 -0. <br />Motion was made by Councilman Mathis, second by Councilman Clark to approve using <br />the old Methodist Church stage and auditorium for puppet shows, contingent on having <br />the proper insurance and the condition of the building. Motion carried 5 -0. <br />Steven Carmer from Arcadis presented a request for a right of way access to install two <br />more monitoring wells at the old Speedway gas station site located on Washington Street <br />and Old 67. They had previously been granted a request for two monitoring wells. Now <br />IDEM wants them to put in two more. Motion was made by Councilman Mathis, second <br />by Councilman Dolen to approve the request. Motion carried 5 -0. Attorney Currens will <br />have Arcadis sign a new release form and Mr. Carmer will need to show proof of <br />insurance. <br />
