Carl Atwell of 4418 St Rd 144 said that he <br /> lived in the double-wide and built the house to the back of the property to the west. He <br /> said that he mowed all of the area thru the trees to the property line and was never wet. <br /> He also said that the more condos built the worse the drainage has been, they have also <br /> added dirt to try to correct the problem. Mr. Atwell also said that the spill way should be <br /> lowered and the trees have grown over the over flow area where the water should be <br /> draining down and under the road to the other pond and down stream. He said that it back <br /> up on the west side 100 feet before it can drain out. John Jenna 11960 Civic Circle came <br /> forward to say the drainage is a problem; a new building has been built next to them he <br /> said that they never had standing water 2 or 3 days after a rain but now a foot a water is <br /> standing. He feels that this change is going to create more drainage problem. Barry Todd <br /> 11820 Civic Circle, Mr. Todd is also president of the Home Owners Association, he said <br /> that they had a meeting with 14 out of 24 home owners where Mr. Russell explained the <br /> changes and they voted for the changes. Tina Atwell 4418 St. Rd. 144 said that they have <br /> 2 acres with a custom home on it she said that the tile that was put in to get to the horse <br /> pasture floated away, not in this past heavy rains but past rains. She said that she had to <br /> build with in easements and she does not want them with in 15 feet of her property. Mrs. <br /> Atwell also talked about the changes in roof lines and brick that have been changes; she <br /> also said that the 2 year project that was to be done is now in their 16th year. Mrs. Atwell <br /> also mentioned the church not putting in a retention pond. Joe Beikman said that if they <br /> are changing the drainage plan it should go through the County first. Commissioner <br /> Williamson asked Mr. Currens if the dead line on building after the PUD was approved, <br /> Mr. Currens said no. Mr. Russell said that they do have a way to drain the down spouts <br /> toward the street but do to the elevations previously arranged for the sub soil drainage <br /> and storm water pipe is concrete with no tolerance for down spouts or gutters to drain <br /> into the concrete and would only cause the down spouts to back up. They can direct the <br /> down spouts to the front if that is what needs to be done. Mr. Russell also said that the <br /> swells that run north and south on both the east and west side have never been altered. <br /> Mr. Currens said they needed a plat with all the requirements on it as will bringing it to <br /> standards. With no other questions a motion from Commissioner Logan, seconded <br /> Commissioner Berwick to table until July 24, 2008, the vote was 8-0 with none opposed. <br /> The next item was John Larrison with Holloway and Associates asking for an amendment <br /> to the PUD at Meadow Lake LLC on Old state Road 67. The area in question is the <br /> Commercial building lot one and the grass areas north and east of that building as lot 2. <br /> They have addressed the check like from the Technical Committee and made several <br /> additions and changes including the main drive that run north and east of lots 1 and 2 <br /> dedicated as an utility easement. They have included notes for lighting for lots 1 and 2 in <br /> the block as well as adjacent areas and included certification for the down stream flow. <br /> They have shown all of the easements that effect lots 1 and 2 in block B, and added <br /> covenants for maintance for the common areas. Commissioner Berwick asked where the <br /> driveway is for lot 1 Mr. Larrison said that it is north and east. Commissioner Williamson <br /> said that he feels that there should be more lanes on Old St Rd 67 all the way to St Rd 67 <br /> to accommodate the business coming in this facility. Mr. Larrison said that the only thing <br /> that he really is doing is dividing these lots for sale. Commissioner Williamson made a <br />
