~~ ~ May 20, 2008 <br />The Mooresville Town Council met in regular session on Tuesday, May 20, 2008, at b:30 F. M. <br />at the Mooresville Government Center. <br />Town Council members present were: President Mark Harris, Jeff Cook, John L. Clark, Ryan <br />Goodwin, and Tony Langley. No members were absent. Attorney Tim Currens was also <br />present. <br />Ryan Goodwin gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Langley to approve the <br />minutes of May 6, 2008. Motior- carried 5-0. <br />Beulah Patterson appeared before the council requesting the closing of Solomon and Locust <br />Lane for a neighborhood yard sale on August 16t , 9 A. M. to 2 P. M. There would be barrels <br />and people posted at entry to both streets at 9. A. M. to let the mail. and public safety personnel <br />through to the streets. Mrs. Patterson told the council there was nothing in the by-laws or <br />covenants about having a sale and the majority of people at the membership meeting were in <br />favor of the sale. A motion was made by Councilman Clark with. a second by Councilxx~an <br />Goodwin to approve the closing of the streets to have a neighborhood yard sale. Motion carried <br />5-0. <br />Ross Holloway presented a rezone for Springhill Christian Ministries on Highway 67 North <br />across from Pedigo Chevrolet. The rezone is from Agriculture to B-2 with one condition, Na <br />church or commercial structure will be erected on the land until the Indiana Southern Railroad <br />and the Indiana Department of Transportation approves a commercial drive. access to the <br />property that meets the standards of both the railroad and the department of transportation. The <br />Plan Commission sent a certifcatian of their approval to the Town Council. A motion was made <br />by Councilman Clark with a second by Councilman Goodwin to approve the rezone and <br />Ordinance #6, 2008. Motion carried 5-0. <br />Angela Kath from Citizens Bank and the Chamber of Commerce requested the closing af. East <br />Main Street from Indiana to Clay far a "New Orleans Block Party". The event will beheld vn <br />June 19~', 2008 from 6:00 P. M. to 10:00 P. M. They need the street closed from 5:00 P. M. to <br />1 l :OD P. M. A motion was made by Councilman Caak with a second by Councilman Clark to <br />approve: Motion carried 5-0. <br />Perry Ruch appeared before the council requesting to have a military tribute using Civil War <br />weapons and flags at the 'Town cemetery on Memorial Day. This is a tribute to all veterans not <br />just Civil War. They plan to do this at 10:00 A. Nl. and use three rounds of black powder far <br />gunfire. This will be done by Company E, 12~' Regiment Volunteers. They prefer to do this on <br />the corner of Franklin Street and High Street within the cemetery. This is a fifteen minute <br />ceremony. A motion was made by Councilman Clark with a second by Councilman Langley to <br />approve. Motion carried 5-0. <br />On July 4"', 2008 at Pioneer Park, the Town and the Chamber of Commerce will present a <br />fireworks display. A motion was made by Councilman Clark with a second by Councilman <br />Goodwin to have two signatgries on the checking account, one from the chamber and one from <br />the Town in Resolution ~4, 2Q08. Motion carried 5-0. <br />Councilman Clark told the cotuicil the price of asphalt is going up and they need to get the <br />paving lane and he wants Washington Street. Broad Alley, and Balton Avenue paved. Joe <br />Beikman, Street Superintendent, said the water company plans to cut East Washington Street <br />from Indiana Street to Maple Land and South Street from Lockerbie to High Street. This will be <br />tabled until further infarrnation is available. <br />Les Farmer, Fire Chief, told the council the fire station plans are 99 % done. He asked if they <br />should hire a construction manager or go out for bids themselves and hire a contractor them <br />selves. The Skillman Corporation bid was for pre-construction work only, a flat fee then turn <br />back to the Town to go out for bid. The Sunco and Edward Rigdon bid was basically the same. <br />The fire committee recommendation is to go with Edward Rigdon from Danville. Councilman <br />Clark said the council usually goes with a local company and that is Sunco. Councilman <br />Langley asked if the 1.5 million with a $200,000 contingency if the architect feels comfortable <br />with that amount. Les answered yes. A motion was made by Councilman Cook to go with <br />Edward Rigdon. "There was no second forthcoming. A motion was made by Councilman <br />_ _ Langley with a second by Councilmen Goodwin to rescind the first motion and grant more time. <br />The motion carried 3-2. Councilman Harris and Councilman Cook opposed. <br />
