883 <br />July 1 S, 2008 <br />The Mooresville Town Council met in regular session on Tuesday, July 1 S, 2008, at 6:30 P. M. <br />at the Mooresville Government Center. <br />Council members present were: President Mark Harris, Vice President Jeff Cook, John L. Clark, <br />Ryan Goodwin, and Tony Langley. No members were absent. Town attorney Tim Currens was <br />present. <br />Jim Taylor, Grace Church, gave the prayer. <br />A motion was made by Councilman Cook with a second by Councilman Clark to approve <br />minutes of July 1, 2008 amending the minutes on the motion to approve Mt. Olive and Live Oak <br />LLC tax abatement from a vote of S-0 to a vote of 4-0 with Councilman Langley abstaining. <br />Motion carried S-0. A motion to approve minutes of July 1,2008 was made by Councilman <br />Clark with a second by Councilman Langley. 1Vlotian carried 5-0. <br />Paving bids were opened. The Town received only one bid from Wallace Paving. The total bid <br />was for $311,687.00. A motion was made by Councilman Clark with a second by Councilman <br />Cook to approve the bid. Matian carried 5-0. <br />Next was a public hearing far additional appropriations. A motion was made by Councilman <br />Clark with a second by Councilman Goodwin. to approve Resolution #S, 2008, additional <br />appropriation from CCD for $100;000 for paving. Motion carried S-0. <br />A motion was made by Councilman Cook with a second by Councilman Clark to approve <br />Resolution #6, 2008, additional appropriation from Local Roads and Streets far $160,000 for <br />paving. Motion carried 5-0. <br />A motion was made by Councilman Clark with a second from Councilman Langley to approve w <br />Resolution #7, 2008, additional appropriation from General far $38,080 from Auction receipts~o <br />Fire and Police budgets. Motion carried S-0. <br />Jeff Quyle wanted to update the council members on the transportation plan and asked Matt <br />Miller to do this. INDOT has a letter about truck traffic to move them out of town. Taking #267 <br />thru north of county line to Highway #67 is not going to happen because of a lot ofbad habitat. <br />The Transportation plan adopted April 17, 2007 by MPO included transportation needs to the <br />year 2030. Reserving right of way, road network and improvements helps drive private <br />decisions and helps qualify for federal money for MPO projects. The next step to take is to meet <br />with INDOT and MPO about doing studies for alternate #1 and alternate #2. Alternate #1 is <br />crossing over on county line to Highway #67 and alternate #2 is taking off South Indiana Street <br />and going west through the country roads dawn to meet Highway #67 farther south of <br />Mooresville. Jeff Quyle is interested in working with Mooresville on this. <br />Nikki Laycaax appeared before the council to ask for July 19~' to have their Community Day. <br />Their previous date was cancelled due to rain. She requested the closing of Main Street from <br />Indiana to Clay Street. Chief Viles wants the barricades backed by a vehicle. In the past a <br />showpiece vehicle from a car dealer has been used. A motion was made by Councilman Clark <br />with a second by Councilman Langley to approve the closing of the street on July 19"' from noon <br />to 6:00 P. M. Motion carried S-0. <br />Police Chief Viles appeared before the council to request the 22°d officer. He stated that <br />according with the FBI they were not staying up with the growth of the Town. He told the <br />council the 22"d officer would start at the academy on September 2"d and graduate on December <br />22"a. They would then start taking application for an investigative officer. A motion was made <br />by Councilman Cook with a second by Councilman Clark. Motion carried S-0. <br />Council President Mark Harris told the council he was still waiting on the salary rate study <br />informative from Umbaugh. Councilman Langley read a report an turnover rate far the Town. <br />He went back to 2005, 2006, 2007, and 2008. Nine employees had left Town employment and <br />gave'the reasons far leaving. <br />
