<br />September 2, 2008 <br />The Mooresville Town Council met in regular session on Tuesday, September 2, 2008 at 6:30 P. <br />M. at the Mooresville Goverrunent Center. <br />Town Council members present: President Mark Harris, Vice-President Jeff Cook, John L. <br />Clark, Ryan Goodwin, and Tony Langley. Na members were absent. Town attorney Tim <br />Currens was present. <br />Pastor Dehnke from Harvest Lutheran Church gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Goodwin to apprave the <br />minutes of August 19, 2008. Motion carried 5-0. <br />This meeting is a 2009 Budget Pre Adoption Hearing. No one from the audience had questions <br />and no one from the council had coznaments. <br />Brent Callahan reported to the council he was there on behalf of General Mickie Walker <br />announcing the Civil War re-enactment on September 27t'' and 28t'' at Pioneer Park. <br />Kelsey Morris anal Les Fluke, Mooresville High School Student Council, requested a parade for <br />Homecoming using the same parade route as last year. A motion was made by Councilman <br />Goodwin with a second by Councilman Clark to approve. Motion carried 5-0. <br /> <br />Jason Stein, Patriot Engineering, reported to the council they were taking over an investigation <br />for IDEM of Swifty Gasoline Station on the corner of South Indiana and East High Street. They <br />would be installing a ground water monitoring well with an eight in and the best place they could <br />find was. in the alley behind the station, (Broad Alley). Street Superintendent, Joe Beikman, told <br />the council that this would be prohibited under the street cut ordinance as this was a newly paved <br />alley. The council's recommendation was to find another location. <br />Chris Gale, HNTB, reported to the council he had an agreement for professional services: one <br />was for a construction engineer to not exceed $148,000 and the other for a resident representative <br />inspector, part-time, not to exceed $142,000. A motion was made by Councilman Clark with a <br />second by Councilman Langley to approve the agreement. Motion carried 5-0. <br />Council President Mark Hams reported to the council he wanted Umbaugh to da a salary study. <br />He told Paige Gregory from Umbaugh he wanted to look at salary and benefits both, not just take <br />home pay. He would like to have someone from Umbaugh to came to a meeting and explain. <br />more clearly what the Town would get for their money. <br />Richard Mras, Outsource IT, appeared before the council concerning a contract for his services. <br />Town attorney Tic Currens expressed to the council he thought the Town needed an amount as a <br />cap. Richard Mras said he thought $400 a month. or $4800 a year would be enough of a cap if <br />the Town signed a two year contract. Council President Mark Harris said his recommendation <br />would be if the amount was going to go over $800 a month it would need town council approval <br />first. A motion was made by Councilman Cook with a secand.by Councilman Langley to <br />apprave Councilman Goodwin as the go to person if aver $800 and to approve the cap <br />addendum. Motion carried 5-0. <br />General. Walker appeared in the audience at this time. He thought the meeting started at 7 PM. <br />He explained to the council he has been out this year getting money donations whereas the Park <br />had done this in the past. He is $600 short of getting the money needed. He asked for a donation <br />from the Faod and Beverage Fund. Council President Mark Harris told him we would have to <br />check with State Board of Accounts. General Walker was going to the next Parlc Board meeting <br />on Monday, September 9, 2008. <br />Fire Chief, .Les Farmer, told the council the lot had started being prepared for the building that <br />morning and they are on schedule so far. <br />Park Superintendent, Brent Callahan, reported the road, trail, and. parking areas have all been <br />paved. The basketball, courts are the only item not finished. <br />Animal Control Officer, Mark Taylor, reported twenty-six (26) calls, nine (9) impounds, and <br />seven (7) returned. <br />
