8~8 <br />Council President Mark Harris told the council they need tv set a plan in place for what will <br />happen with township government. The Town really doesn't have control. Ryan stated the <br />township government will still have elms and fire protection. President Harris said everything <br />will be shifted down to county level. As big as Mooresville is and the tax base it has plus the <br />LOIT money that will supplement our public safety services. Chief Farmer said there will be <br />revenue come in to offset some of the cost. He is figuring on $200,000 based on our current run <br />load. Councilman Goodwin said but we have to be able to afford it in the budget year after year <br />and use the revenue for extra needs. <br />Councilman Langley remarked he thought it was relevant to realize Brown Township is still <br />going to do runs. They have been willing to talk to the council about a merger. He thinks the <br />council should sit down with Brown Township and talk. Council President Harris thinks <br />merging is too far out to conceive of that now. Brown Township advisory board needs to make <br />those decisions, if a merger hasn't happened yet after so many years, then Mooresville needs to <br />look ahead. Council President Harris stated he was not in favor of a merger. <br />Councilman Goodwin stated public safety is a different animal, we need to be able to make good <br />decisions with Brown Township. Our community is nestled in the center of Brown Township. <br />Council President Harris said 85% of Brown Township is nestled in Mooresville. <br />Comments from the Public: <br />Scott Benko, residing in Clay Township and a pt-time fireman far Brown Township. He is <br />concerned about the Brown Township employees. He thinks the Town is trying to run Brown <br />Township out. Council President Harris asked why would we need 17 more people to provide <br />public safety. <br />Mr. Hensley, Morgan County Councilman, told the council the county discusses ambulance <br />service all the time. He told the council Brown Township is making runs out of their area mare <br />so than to Mooresville. He said Councilman Goodwin's idea was fine, but it was outdated. We <br />have to look in to the future if there is money in the budget. Town wouldn't get a lot of help <br />from the county. Council President Harris said the reason Brown Township has to lie so heavily <br />on billing is because the township is being eaten up by the Town, and the AV"S axe going down <br />sa, they can't get a high enough budget. Mr. Hensley doesn't think that in the future the Town <br />or Township is going to have a choice. Fire and Ambulance will come to the Town government, <br />it will be forced on the Town. He feels citizens of IVloaresville need more Help in ambulance <br />because when the Trustee is gone, fire and ems will disappear. Also their loit money will go <br />down for the township. <br />Don Adams, County Councilman, County Commissioner to be, said he was looking at when the <br />Town should da something. The impending election is too uncertain and will LOIT tax money <br />because of loss of workers. He suggested a look time-wise. He thinks six months is prudent. He <br />doesn't see any emergency. He wants to see better service for citizens, but just take a little bit <br />more time. <br />John Scalf said it was negligent if the 'Town was not making use of public safety funds. He <br />would encourage the council to look at this in a quicker fashion than a slower fashion. He <br />commended Mark Harris for having the vision in taking on this problem. President Harris then <br />talked about his Mom having to wait longer than should have for an ambulance and asked, why <br />is it so wrong to be able to protect the citizens? Councilman Goodwin said he doesn't think he <br />is saying the Town does not need an ambulance. He commented council members were not even <br />going to our own fire department to discuss the ambulance service. <br />Doug Allen, Assistant Fire Chief for Mooresville, commented the council is supposed to <br />represent him and we know Brown Township is going to be absorbed. This is a supplement <br />service only. This is our town and we need to take care of it. <br />Brian Nelson, Queensway Court, commended the council for thinking about this. He said this <br />town is going to have to decide what to do about ambulance service and there were a number of <br />ways to go about it. He did not know what the costs are but at the end of the day it .does need to <br />be done. He said Mooresville was in a great position right now because the council knows <br />something has to be done. <br />
