8~5 <br />Larry Lawyer, Mooresville Baseball League, requested permission to have a parade on <br />Saturday, April 14, 2007 to kick off their season. A motion was made by Councilman <br />Clark with a second by Councilman Harris to approve the parade. The route will be the <br />same as in the past, the Police have been notified, and Mr. Lawyer will talk to the Fire <br />Dept. Motion carried S-0. <br />Cemetery Bids to open; M & S Lawncare, $550 per mowing with alternate of $Z00 to <br />bush hog the field. Tri County Lawncare $790 per mowing with an alternate of $ l 50 to <br />bush hog i=geld. Starnes Lawncare $525 per mowing with alternate of $85 to bush hog <br />the field. A motion was made by Councilman Clark with a second by Councilman Harris <br />to approve Starnes Lawncare Inc. that was the lowest bid. Motion carried 5-0. <br />Unfinished business: Alarm Qrdinance: 'The council has discussed the alarm ordinance <br />and has gone back and forth on the amount of fine. At the November 2006 meeting <br />estimated revenue was $2,700. The $25.00 fee goes into a general account. 7"his money <br />can be used far several things concerned with billing of alarm permits, possible software, <br />but has to be additional appropriated. The latest revision of the alarm ordinance will be <br />in Town Council's packet for next month. A motion was made by Councilman Clark with <br />a second by Councilman Dvlen to table to next meeting. Motion carried 5-0. <br />Next the Council discussed wastewater rate changes and storm water rates. Council <br />President Worthen stated Umbaugh had completed their study an Wastewater user fees, <br />base fees, availability and hook an fees, and did provide an acceptable charge for use of <br />wastewater. Councilman Clark didn't think the fees should be raised to what Umbaugh <br />put in their study. Councilman Shields asked if this was a maximum recommendation to <br />take in as much money as we could. President Worthen answered the recommendation <br />included future expansions, updating, and manpower at WWTP, and also looked at long <br />term plan for Phase 3 and 4. Considering these they could justify this increase for those <br />projects. It did not take into consideration for bonding immediately. <br />Councilman Clark stated he could not see where the Council could justify the whole 28% <br />now, there were too many people on fixed incomes. President Worthen said he was not <br />worried about it going into the hole, he was just looking at future projects. The 1984 rate <br />has served us well but believes it bad business to at least not address the rates. <br />Councilman Shields commented how we could keep paying bills without increasing the <br />rates. He was in favor of 26% and phase in 13% this year and 13% next year. President <br />Worthen said as you can see the increase is not 28% across the board. It ranges from <br />24% to 29% increase. A resident with a 5/8 inch meter has a base currently of $8.80 and <br />would increase Z4% to $10.90. Currently it is $1.70 per 1,000 gallons afwater and the <br />increase proposal is for $2.25 an increase of 32%. The increase can be phased in over <br />any number of years wanted. <br />Councilman Shields made a motion with a second by Councilman Harris to phase in the <br />percentage increase over two years with a 12% on the base and 16% on usage the first <br />year. The motion carried 4-1 with Councilman Dolen opposed. <br />Attorney Currens told the Council the next step was to contact Umbaugh for a revised set <br />of numbers and set up a public hearing. <br />"1'he proposed storm water fee was based off of the current storm water budget for 2007. <br />It does not reflect exactly true costs as other expenses are absorbed by Street Department <br />and Utility Department. Storm water does not have full time employees only part time. <br />With the 2% circuit breaker Towns panicked last year on how to fund a budget for storm <br />water. IACT began Hometown Matters which asks for raising revenue other than <br />property tax.. A storm water fee was not part of proposal but was a tool put in place <br />when the mandate came down. Our levy has declined over the last two years. Storm <br />Water is funded solely thru general fund, but that money was taken from other <br />departments within the General to make the storm water budget. The budget amount <br />divided by the amount of users in town limits of 3,880, Umbaugh rounded to $3.65 per <br />month. <br />
