~~ <br />Council President Worthen commented we chose to comply with Rule 13. We chase not <br />to take the chance to be fined up to $10,000 a day. We used General funds to fund the <br />storm water budget. We don't know individual department amounts but the money had <br />to come from somewhere. Uur assessed value and tax rate has been certified and <br />approved. We are right at our maximum levy. The fee would be billed with wastewater <br />billing, collected by the Clerk-Treasurer, and deposited in to a separate fund in <br />Wastewater and would not need additional appropriation for day to day operations. <br />Councilman Harris said he would support $3.65 right off the bat. Councilman Clark <br />cvmmented he thought $1.50 per month would be the best. A motion was made by <br />Councilman Clark with a second by Councilman Harris to have Umbaugh figure into the <br />report a $1.50 storm water fee. Motion carried S-0. <br />Legal: A motion was made by Councilman Clark with a second by Councilman Shields <br />to approve Resolution #3, 2007, on purchasing property, all legal aspects to investigate <br />purchasing the Haltom property. Motion carried S-0. <br />A motion was made by Councilman Clark with a second by Councilman Shields to <br />approve Ordinance #7, 2007, a rezone far Sam Pugh, R-1 to R-3. Motion carried S-0. <br />Uean Kays, Police Commissioner, reported two new police officers sworn in on March <br />19, 2007, and two new police cars in service. <br />Les Farmer, Fire Chief asked permission to advertise for bids on a new pumper. There is <br />funding in 2007 budget for lease payments. They are trying to replace engine l 3 that has <br />been out of service far aver a year. A motion was made by Councilman Clark with a <br />second by Councilman Harris to approve advertising far bids for a new pumper for Fire <br />Department. Motion carried 5-0. Les commented they were looking at 10 months to <br />build a pumper, so probably a year out from today. Les has the specifications and will <br />ask. for bidders to provide lease purchase information as part of bid. He will give this to <br />Tina Currens to put the advertisement together. <br />Councilman Shields had made an inspection of Mooresville Fire Department facilities <br />located at 26 South Indiana Street vn Saturday and found several violations in the <br />department's building. The council viewed pictures that Councilman Shields had taken. <br />Two years ago, for a two bay building, the price was $725,000. Councilman Shields <br />thinks the building should be built on $144, property already owned by the Town of <br />Mooresville. Councilman Harris wants the Fire Department to make a recommendation <br />where the station should be located. Les Farmer said that 6U% of their runs in the old <br />part of Town and at 30% east of Town. They discussed staffing of two fire stations and <br />many other issues. Les will get more current pricing by the Z°a Town Council meeting in <br />April. <br />The Mooresville Park District presented the two lowest quotes for equipment that the <br />Park Board had approved and requested Food and Beverage money. A motion and <br />seconded to pay Edwards Equipment $8,100 for a mower and Pence Olds-GMC <br />$9,756.00 for an ATV anal plow to be paid for by food & Beverage. Motion carried S-0. <br />Animal Control Officer, Mark_Taylar, reported twenty four (24) calls, six (6) impounds, <br />anal four (4) returned. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve payment of claims. Motion carried S-0. <br />Tim Coom, owner of Indiana Machine Works, asked questions concerning the new curbs <br />on East Harrison Street. He asked about water runoff, height of curbs, sidewalks and fill <br />in relation to the curbs, and paving height of the street. Council President Worthen told <br />him the water would not run down towards his building. It was not the Town's intention <br />
