8 <br />February 20, 2007 <br />The Moaresville Town Council met in Executive Session on Tuesday, February 20, 2007, <br />at 6:00 P. M. at the Mooresville Government Center. <br />Those present were: Attarney Tim Currents, Clerk-Treasurer Sandra Perry, Council <br />members Tom Warthen, Mark Harris, John L. Perry, Clerk-Treasurer <br />February 20, 2007 <br />'The Maoresville Tawn Council met in regular session on Tuesday, February 20, 2007, at <br />6:30 P. M. at the Mooresville Government Center. <br />Town Council members present were: President Tom Warthen, Mark Harris, John L. <br />Clark, Toby Dolen, and Eric Shields. No members were absent. Attorney Tim Currens <br />was also present. <br />Jim Taylor, Grace Church, gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve nninutes from the February 6, 2007 meeting. Motion carried 5-0. <br />A motion. was made by Councilman Clark with a second by Councilman Shields to get <br />two appraisals for land adjoining Wastewater Treatment Plant on Park Drive and <br />Highway 67. Motion carried 5-0. <br />Sam Pugh presented a request for a rezone from R-l to R-2 for property located at <br />Madison Street and East Harrison Street. The Plan Commission sent a favorable <br />recamrnendation to the Council. Mr. Pugh wants to demolish the house and build a <br />double. Each unit will be 1,000 square feet. There will be two buildings with four units <br />on the two lots. One building will face Harrison Street and one will face Broad Alley. <br />The side of buildings will be seen from Madison Street. The buildings will have brick <br />exterior with a little it of siding and a porch on the front of all units. A motion was made <br />by Councilman Shields with a second by Councilman Harris to approve the rezone. <br />Motion carried 5-0. <br />Christina Cromer and John Seiver from Umbaugh & Associates explained the report on <br />Storm water fees and Wastewater fees the Council had requested. Their suggestion was a <br />2$% increase in Wastewater fees and $3.65 per month billed for Storm water fees. The <br />Wastewater fee increase included new vehicles, two more employees, and mare <br />wastewater expansions. Council President Tom Warthen explained user fees had not <br />been raised since 19$4 and the Storm water tee could be charged to help cover expenses <br />mandated by the State without having to use property taxes. The bond that was included <br />in the report was added in for a future project that would not happen today. Dan Tingle <br />wants to move forward today with Phase 3. Council President Warthen wants to take this <br />report under advisement and set a meeting at a later date. A motion was made by <br />Councilman Shields with a second by Councilman Harris to do this. Motion carved 5-0. <br />
