~~ <br />Council President Worthen read a letter from Department of Local Government Finance <br />stating our additional appropriation for $100,000 from Riverboat Fund could not be <br />approved at this time. They will evaluate this request when the certified. budgets for 2007 <br />for Morgan County are completed. <br />Council President Worthen told the Council that all responses were back from the <br />department heads and they were all trying to improve despite the fiscal restraints and they <br />cited a need for more communication. A motion was made by Councilman Clark with a <br />second by Councilman Harris to table the discussion to next meeting. Motion carried 5- <br />0. <br />A motion was made by Councilman Shields with a second by Councilman. Dolen to try <br />for two more meetings to collect some of the bills on the Wastewater Bad Debt List. <br />Motion carried 5-0. <br />A motion was made by Councilman Harris with a second by Councilman Shields to <br />approve Ordinance #5, 2007 annexing the Karr property on Bridge Street. Motion <br />carried 5-0. <br />A motion was made by Councilman Hams with a second by Councilman Clark to <br />approve Ordinance #6, 2007 annexing Meadowlake properties on Old Highway 67. <br />Motion carried 5-0. <br />The council had asked Joe Beikman, Street Superintendent, to get bids for a small truck <br />to pull the camera. He received two bids: Bloomington. Ford $16,836.00 <br />Skillman Ford $19,550.00 <br />A motion was made by Councilman Clark with a second by Councilman Shields to <br />approve purchase of the lowest bid from Food & Beverage Fund. Motion carried 5-0. <br />Joe Beikman asked ifDepartment-Commissioner appointments had been made because <br />he wants a sit down with them before Stormwater fees are approved. He also asked if <br />there was something that could be done about portable basketball goals in the streets. <br />One of the snow plow truck had a damaged window from one. Attorney Currens will <br />devise an ordinance. <br />Animal Control Officer, Mark. Taylor, reported eighteen (18) calls, eight (8) impounds, <br />and eight (8) returns. <br />Ed Bucker, Cemetery Sexton, reported to the council the additional cemetery plots were <br />ready to be sold. He showed the council a drawing of traditional, nontraditional, and a <br />combination of both as far as arrangement of the plots. Nontraditional has hedgerows. <br />There are around 300 spots. Current price for a plot is $250 and Whitelick Cemetery is <br />$500. The council will discuss the selling price at the next meeting. A motion was made <br />by Councilman Clark with a second by Councilman Dolen to table to next meeting. <br />Motion carried 5-d. A motion was made by Councilman Clark with a second by <br />Councilman Dolen to advertise for mowing bids, the Old Cemetery, New Cemetery, and <br />the land behind it. Motion carried 5-U. The cemetery mowing is being paid with EDIT <br />funds at present. <br />A Presidential appointment, Neil Phillips Allman, was made for the Board of Zoning <br />Appeals to replace Don Barry. <br />A motion was made by Councilman Shields with a second by Councilman Dolen to <br />approve payment of claims. Motion carried 5-0. <br />There being no further business to discuss at this time, a motion was made by <br />Councilman Dolen with a second by Councilman Clark to adjourn the meeting. Motion <br />carried unanimously. <br />
