Perry, Clerk-Treasure <br />March 6, 2007 <br />The Mooresville Town Council met on Tuesday, March 6, 2007 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Town. Council members prese`rtt were: President Tam Worthen, Mark Harris, John L. <br />Clark, Toby Dolen, and Eric Shields. No members were absent. Town attorney Tim <br />Currens was present. <br />Jim Taylor, Grace Church, gave the prayer. <br />A motion was made by Councilman Harris with a second by Councilman Shields to <br />approve minutes of February 20, 2007. Motion carried unanimously. <br />A motion was made by Councilman Harris with a second by Councilman Dolen to <br />approve minutes of Executive Session preceding that meeting. Motion carried <br />unanimously. <br />Next, Holloway Engineering requested permission to construct a drive entrance off Old <br />St. Rd. 67, 687 feet from. center of Meadawlake Drive Entrance to the center of this drive. <br />A passing lane will taper out 1 SO feet with arrows. and onlys an left turn lane coming <br />from New St. Rd. 67. The main concern was far safety of access. Mr. Holloway <br />informed the council they had jumped all the necessary hurdles and received a permit <br />from the Greenfield District INDOT. A special condition was imposed that any increase <br />in traffic they would have to go back to INDO'I' to do upgrades, this could possibly <br />include installing a traffic signal. If Lot 2 is built upon and that increases traffic they <br />have to go back to INDOT. Lincoln Bank proposes to build on Lot 1 a drive-in bank <br />with around 8 employees. Another concern was about the data as to the entrance being <br />adequately designed and would back up traffic on 67. The traffic flow done was 70 in <br />and out. During peak hours 70% of 70 would be going left turn from 67 into the bank. <br />John Ehrhart, Lincoln Banl~, expects 1.00 cars a day and that would mean SO cars during <br />peak hours. Mr. Holloway said INDOT would not have issued a permit if they didn't <br />think it safe. Meadowlake was designed for 30 to 40 mph traffic. Council President <br />Worthen asked if they could attach the commitments to all three properties far current <br />and future use. Mr. Holloway said yes, they could do that. -$uilding Inspector Joe <br />Beikman said they shouldn't tie this block to Block. B. Mr. Holloway said there was no <br />access contemplated for this drive to Block B. Attorney Currens said so, maybe there <br />should be a commitment of no access road to Block. B. A motion was made by <br />Councilman Clark with a second by Councilman Dolen to approve the drive entrance <br />permit with all commitments discussed. Motion carried 4-l with Council President <br />Worthen opposed. <br />A motion was made to approve a request for street closing north side on Main Street east <br />of Indiana and Main Street from Indiana to Clay Street on Thursday, March 8, 2007, from <br />7 A. M, to 7 P. M. for Indiana American Water. to do an emergency replacement of a <br />water main. Motion carried. 5-0. <br />
