~~ <br />February 21, 2006 <br />The Mooresville Town Council met in regular session on Tuesday, February 21, 2006, at <br />6:30 P.1VI. at the Mooresville Town Hall. <br />Council members present were: President Tom Warthen, Troy Bryant, John L. Clark, <br />Toby Dolen, and Eric Shields. No members were absent. Town attorney Tim, Currens <br />was present. <br />A motion was made by Councilman Clark with a second by Councilman Shields to <br />approve minutes of February 7, 2006 meeting. Motion carried 5-0. <br />The council introduced Ryan Goodwin who intends to publish a Mooresville 1Vlagazine <br />each quarter begirmixig in June. <br />Morgan County EDC Director, John Taylor, appeared before the council to request a ten <br />year tax abatement on real property and ten year abatement on personal property far a <br />TOA, USA expansion of eighteen million dollars. The project includes eleven million <br />dollars in equipment and seven million dollars in a building. A motion was made by <br />Councilman Clark with a second by Councilman Dolen to approve Declaratory <br />Resolution #3, 2006 for ten year tax abatement on real and personal property far TOA, <br />USA. Motion carried S-0. The confirmatory resolution will be presented March 7, 2006, <br />Town Council meeting. <br />Dean Mayfield was not present; he will be at the March 7, 2006 meeting. <br />Beverly Bishop representing the Eagles Lodge appeared before the council to request <br />permission far a float to be driven thru Town on Friday, February 24, 2006 at 2:30 P. M. <br />and at 6:00 P. M. and also on Saturday at 10:00 P.1VL, 2:00 P. M., and 6:U0 F. M. This is <br />a fundraiser, event. They are not requesting streets to be closed. This is actually a trailer <br />on the back of a truck with no one riding an the trailer: Town Council consensus was to <br />approve. <br />Council President Tom Worthen had spoken with Cliff Petty from Hadley Woodland <br />working on a sewer extension. Mr. Petty advised Council President Worthen he was still <br />working on the project and will ask to be place on the agenda when he is ready to <br />proceed. <br />Council President Worthen informed the council that at the request of Morgan County <br />Clerk, Vicki Kivett, she has asked Mooresville to keep the annexations in tune with the <br />voting wards. The annexations and wards will be as follows: <br />Ray Young Subdivision-Ward 3 <br />Boyd Heights-Ward l (when annexed) <br />Meadow Lake-Ward 4 <br />Villages of Eastmnre-Ward 5 <br />Bridgemore -Ward 3 <br />A motion was made by Councilman Dolen with a second by Councilman Clark to <br />approve the above annexations and wards. Matian carried 5-0. . <br />Legal: A motion was made by Councilman Clark, with a second by Councilman Shields <br />to approve Ordinance #2, 2006 no parking on West South Street from Stoplight on South <br />Indiana Street back to first alley on both sides. Motion carried 5-0. <br />Also, concerning Turner Property, all three motions in court were approved for the Tawn. <br />Mr. Turner was given to March 7, 2006 to remove his personal items. Joe Beikman, <br />Street Superintendent was asked to get estimates an removing the house and putting the <br />property into a parking lot. <br />
