72~ <br />Councilman Bryant asked Mr, Holloway about the two variances approved by the Board <br />of Zoning Appeals. One variance was for hours of operation clarification because this <br />project is a twenty-four hour operation. The other variance was for a buffering setback <br />from 100 feet to 70 feet that affects the extreme southern comer of the future expansion <br />area, The corner of proposed building is 100 feet from the property line. Mr. Holloway <br />thinks the worst-case scenario would be the building would be 80-90 feet from the <br />property line. The mound itself is 4 feet with 20-foot dwarf trees. There will be a 6-foot <br />fence around the entire site. Brian Wilhoite, PACMoore, said he could not commit to the <br />fence being inside the mound because he was still studying liability issues. At the Board <br />of Zoning Appeals meeting there was a concern there would be activities off the property. <br />All activities will take place on the property. The other concern was from the residents <br />on David Lane with drainage issues. PACMoore will be handling all the onsite drainage <br />and offsite drainage that comes thru the site and improving the drainage problem <br />tremendously. Mr. Holloway showed a low wet area that will be piped to the site, north <br />and under the railroad. If water flaws onto the property we will accept it and take care of <br />it. <br />Kristi Coffey, 10048 N. David Lane, said their property was still going to be one foot <br />lower anal it would be flooded. She asked for an estimate on how many trains might be <br />coming thru PACMoore per day. There will be three trains (rail cars) a week at the <br />beginning. The building has eight slots for rail cars. Bulk trucks will unload in the <br />building and regular trucks will go to the receiving docks in the back of the building. <br />Kristi pointed out the road drawn in went very close to the landscape mound. Brian <br />Wilhoite said he believed that was more for fire access. This was the main purpose for <br />this road. At this point they don't intend to use it far truck traffic. She also asked the <br />location of the break room, their concern being rowdiness of the third shift employees an <br />break. The break room is located in a corner on the south side. <br />Mrs. Kirkendall, Old St. Rd 67, expressed concern over drainage because her property is <br />lower than the mounding. Mr. Holloway stated they would have small pipes going thru <br />the mound that will intercept the water and take care of it. There is to be no water <br />leaving the site and going on other properties. Any water flowing toward us will be <br />intercepted. She also asked about lighting, especially on the parking lot. Brian Wilhoite <br />told her Town of Mooresville's ordinance requires shaebox lights facing down, shielded <br />downward. Mr, Holloway said there should be 90-100 feet of buffering next to her <br />property line. <br />Councilman Shields asked about a projection on Fhase two. Brian said Phase 1 is <br />projected to be fmished in 2006 and then he has to make Phase 1 profitable. Probably <br />Phase 2 would be three years away and Phase 3 five years away. <br />Kristi asked about the engine to move the rail cars. It will be sort of like a semi-truck <br />tractor and six feet tall. Brian said Plant #1 is in Hammond and has been there for fifteen <br />years. This will be Plant #2. <br />One of the residents asked about exhaust and the answer was that essentially no <br />emissions, no Stacks, and no smell. Air is used to move the powder around thru a filter, <br />then the bag is popped and the powder drops back into the process. Mr. Holloway said <br />the building is extremely tight. It will be heated but not air conditioned in the warehouse <br />area. The mezzanine in the center of the building will be air-conditioned. <br />Kristi Coffey said people on the south side felt like they were not getting the best deal <br />with the variances as the people to the north of the project. Council President Worthen <br />asked if she realized there was a parcel of ground consisting of forty-three acres between <br />the north neighbors and the plant. Mrs. Coffey said no, she did not realize this. <br />Councilman Shields asked if this was any particular fire hazard because of the volume of <br />dust. Brian Wilhoit said the bulk unloading area was being addressed for fire hazards. <br />There were no dust accumulations. Hoosier Energy coming offthe north is meeting the <br />power anal no substation is required. Mr. Holloway indicated this project was not a large <br />power user. A motion was made by Councilman Clark with a second by Councilman <br />Dolen to approve Ordinance #5, 2005, to rezone the Davee property from Agriculture to <br />I-2. Motion carried 5-0. <br />A motion was made by Councilman Clark with a second by Councilman Shields to <br />approve Ordinance #6, 2005, annexing the Jones Mortuary property. Motion carried 5-0. <br />
