A motion was made by Councilman Clark, with a second by Councilman Dolen to <br />approve Resolution 21, 2004 to transfer Unsafe Building Fund out of the Town Hall <br />Budget to Unsafe Building Fund # 44 per our ordinance. Motion carried 5-0. <br />Next, Councilman Bryant brought up the fact we needed a place to store our Town <br />Christmas Decorations and thought maybe the Town should get a rental unit for at least <br />this year. The decorations were in the salt building, which is not a good place because of <br />salt corrosion. The Park does not have room to store them. We need a 10 by 20 space. <br />Joe Beikman will get same quotes not to exceed $75.00 per month. A motion was made <br />by Councilman Bryant with a second by Councilman Clark to have the Clerk Treasurer <br />sign the agreement for the lowest quote. Motion carried 5-0. <br />Appointments: A Tawn Council President appointment to the BZA is Jon Swisher for <br />another four years. A motion was made by Councilman Dolen, with a second by <br />.Councilman Clark to reappoint Mark Mathis to the Morgan County Economic <br />Development board. Motion carried 4-1 with Councilman Bryant opposed. On the Plan <br />Commission Troy Bryant and Jim Bruner will serve again but Tim Bennett does not want <br />to continue to serve. Councilman Bryant is in charge of taking naives of employees who <br />will serve on the Plan Commission. A Town Council President appointment to the Park <br />Board is Jim Ransome. The Redevelopment Commission needs a replacement for Mr. <br />Kollmeyer who had resigned earlier in 2004. A motion was made by Councilman Dolen <br />with a second by Councilman Clark to appoint Helen Humes to the Commission. Motion <br />carried 4-1 with Councilman Bryant opposed. <br />Council President Worthen and Councilman Shields have been working with Brown <br />Township on combining the two fire departments. President Worthen said one idea was a <br />Fire Territory, but stated he was not sure 100 percent this was the way to go. A Public <br />Hearing needs to be set for information and fact gathering on a passible solution. A <br />motion was made by Councilman Bryant with a second by Councilman Clark to set the <br />Public Hearing for Thursday, January 20, 2005 at 7:00 P. M. at the Mooresville <br />Education Center on Carlisle Street. Motion carried 5-0. Steve Bushman wrote the <br />agreement that is to be on public view at the Clerk-Treasurer's Office. <br />Attorney Currens announced this was the Public Hearing for the Haught Property <br />annexation. The property consists of eighty-five acres. No one for the property <br />commented. A decision an Ordinance 3, 2005 will be at the January 18~' meeting of the <br />1Vtaaresville Town Council. <br />The Grounds Maintenance Director for the Methodist Church on Indianapolis Road asked <br />about the possibility of placing a streetlight at the Mooresville Park Entrance. He said <br />there were a lot of near misses as far as pedestrian traffic at that spot. <br />Universal Valuation will be on January 18, 2005 meeting agenda. <br />Animal Control Officer Mark Taylor reported fifteen (1 S) calls, five (5) impounds, and <br />one (1) returned. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve payment of the claims. Motion carried 5-0. <br />At this point Fireman Kevin Schultheis spoke to the council saying the Part-time <br />Reserves has received a raise for 2005, which makes them paid more than the full-time <br />fireman. Councilman Bryant said the council had made a decision to vat hire full-time <br />but increase the part-time pay. Their intention was not to have them paid more than full- <br />time. The full-time also have the inclusion of many benefits that the part-time does not. <br />Some of which are, Health insurance, Life insurance, Dental Insurance, 77 Pension Plan, <br />etc. Kevin said you could throw $20 an hour at them and it wouldn't take care of the <br />problem. They work 120 hours in a 28-day cycle paid one time a month. This is all they <br />can work and it has created a situation where part-timers are making more than their boss. <br />Fire Chief Fanner said he had asked for new full-time people and part-time people may <br />need more money so they were given a good raise last year and it didn't seem to da much <br />good. Council President Worthen said that as a council they thought they could get more <br />qualified people and get someone to make a dependable person and help out our career <br />firemen. Kevin said it was kind of hard to have apart-timer tell you he is making more <br />than you are. Councilman Shields said then I would say that is the time far them to turn <br />around and look the other direction. He said he would be willing to amend the salary <br />'? ~3 <br />
