Perry, Clerk-Treasurer <br />January.l8, 2005 <br />The Mooresville Town Council met in regular session on Tuesday, January 1 S, 2005, at <br />6:30 P. M. at the Mooresville Town Hall. <br />Town Council members present were: President Tom Worthen, Troy Bryant, Jahn L. <br />Clark, Toby Dolen, and Eric Shields. No members were absent. Town attorney Tim <br />Currens was present. <br />~~ <br />Jeff Newton from the Free Methodist Church gave the prayer. <br />A motion was made by Councilman Clark with a second from Councilman Dolen to <br />approve the minutes of January 4, 2005. Matian carried. 5-0, <br />Brad Cale from Universal Valuations appeared before the council to answer some <br />questions on the proposal for this year's valuation of property. There seemed to be a <br />discrepancy with the street gazage. Brad said the brown pole barn behind the street <br />garage had never been appraised. Joe Beikman said that back in 1995 he went with the <br />man doing the appraisals and he appraised this structure. Brad will do some checking <br />into this to see if it had been appraised. Mr. Cole explained how the valuations work in <br />that the initial appraisal is a physical lack, then diagrammed on paper, and prices each <br />item to determine replacement values for that yeaz. Then each yeaz, for ten years, they <br />use a computer and components to update values to today's costs. The Town of <br />Mooresville has been a client of theirs far ten yeazs and it is time to physically appraise. <br />He explained the Proof of Lass Service for twelve months is very important part because <br />if a loss was suffered they would back up the values for the insurance settlement and they <br />can even go to court if needed. An insurance company value is either a calculator cost or <br />squaze foot cost and Universal's value is segregated costs. The updates each yeaz show <br />the appreciation of a structure assuming no changes in the building structure. Mr. Cole <br />does not recommend having buildings updated every three years. The minimum cost for. <br />a new appraisal for one building is $750.00. The proposal of $1500 tames out to <br />approximately $100 per building. A motion was made by Councilman Bryant and a <br />second by Councilman Shields to table this to the next meeting. Motion carried 5-0: This <br />item is tabled until the February 1, 2005 meeting. <br />Three quotes were obtained fora 10 by 20 storage unit to store the Christmas <br />Decorations. One was $74.00 a month, another $75.00 a month, and $80.00 a month. <br />President Worthen brought up the possibility of using the house the MVH owns and uses <br />as a rental to store the decorations. Currently an eviction notice is in the process of being <br />served on the person living in the house. The decorations are in a covered trailer of <br />David Moore, but he will need his trailer when mowing season begins. Councilman <br />Clark said he thought the roof leaked on the house. This will be checked out. <br />Councilman Bryant agreed this would be a good place for storage. A motion was made <br />by Councihnan Clark with a second by Councilman Dolen to get a 10 by 20 rental unit <br />for $74.00 a month as a back-up plan. Motion carried 5-0. <br />n <br />
