7~ ~ t ek~ruary 1, 2005 <br />The Mooresville Town Council met in regular session on Tuesday, February 1, 2005, at <br />6:30 P. M. at the Mooresville Town Hall. <br />Town Council members present were: President Tam Worthen, Troy Bryant, John L. <br />Clark, Toby Dolen, and Eric Shields. Town Attorney Tim Currens was present. <br />Tom Worthen gave the prayer. <br />A motion was made by Councilman Shields with a second by Councilman Clark to <br />approve the minutes of January 18, 2005. Motion carried 5-0. <br />Brad Cole from Universal Valuations appeared before the Council to address some <br />changes to his original quote. The total cost would be $1,750.00 for updating appraisals <br />we already have plus the buildings on the list and adding the residence at the Street <br />Garage property. Councilman Bryant had talked with Larry Long, the Town's insurance <br />carrier, and he felt the park office an the list was the only vital property to have <br />appraised. He told Councilman Bryant he thought the appraisals could be updated every <br />three years instead of each yeaz. A motion was made by Councilman Shields with a <br />second by Councilman Clark to have the quote amended just to include the park <br />office/storage building, not include the brown pole barn or the residence on the Street <br />Garage property, and update the buildings we already have appraised. Motion carried 5- <br />0. <br />Discussion of Fire Territory: President Worthen explained there had been some <br />confusion as to the time frame for a vote and paperwork to be in to the State. They had <br />been told March 1s` was the deadline, but a decision had been made at the State level <br />saying the deadline would be April l sc of any given year and after January 15` of that year. <br />A motion was made by Councilman Bryant with a second by Councilman Dolen to set a <br />Public Hearing date for the Fire Territory far March 1, 2005. Motion carried 5-0. <br />Attorney Currens will put the notice in the paper. <br />Unfinished Business: A motion was made by Councilman Bryant with a second by <br />Councilman Clark to appoint Darrell Brown to the Mooresville Plan Commission to fll <br />Tim Bennett's place on the commission. Motion carried 5-0. <br />Legal: A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve Ordinance 4, 2005, amending the prior ordinance for the Ray Young addition to <br />include all common area and streets. Motion carried S-0. <br />Attorney Currens informed the council he had been in contact with the individual from <br />PDH concerning the location for the cell tower and went over the issues the council had <br />discussed at last meeting and told him to get in touch with his client and respond. He did <br />not seem adverse to any of the items the council proposed which were adding antennas <br />for 911 and another one for Internet service. The price was negotiable and also'if th~P <br />was an additional user that came in there would be revenues from that and also when the <br />end of the options were exhausted they would remove structure and there would be a cost <br />of living adjustment thru the option periods. They have to get final approval and get back <br />with the council. <br />Animal Control Officer Mark Taylor reported fourteen (14) calls, three (3) impounds, and <br />two (2) returned. <br />A motion was made by Councilman Dolen with a second by Councilman Shields to <br />approve payment of the claims. Motion carried 5-0. <br />There being no further business to come before the council at this time a motion was <br />made by Councilman Dolen with a second by Councilman Shields to adjourn the <br />meeting. <br />The next meeting of the Mooresville Town Council will be Tuesday, February 15, 2005, <br />at 6:30 P.
