~~ <br />meeting the council had asked legal counsel to compile a letter to send to the residents of <br />the Young addition in regard to annexation so we could possibly subsidize or pay for the <br />infrastructure in that addition. President Warthen said part of that requirement would be <br />Chey would annex into the Town of Mooresville. He said a question of contiguity had <br />been raised and with 1.00% compliance there would be contiguity to the addition as it <br />stands. In speaking with Ray Young, if there are any issues with getting contiguity, there <br />is a possibility the Town could annex a portion enough to get the one-eighth contiguity <br />enough to annex lot by lot in the addition. President Warthen said knowing the time it <br />has taken on this and the Town is not near completion of the Boyd Heights addition <br />project, he would like to nail down the content of the letter, get the letter sent, put a short <br />time-frame in the letter to request a response, whether the council wants to go with the <br />next meeting or go four weeks to that meeting. He also asked that the council get quotes <br />from three differenC engineers for the ground work and the survey for Chis job by the <br />response date set forth in the letter. He said. he also felt like as part of this a board needed <br />to be set for a prevailing wage. Councilman Bryant said he would like to give the people <br />a month for a response from the letter and try to set this up for Che first meeting in <br />February and maybe reduce the ninety-day response time, maybe sixty days from the first <br />meeting in February. President Warthen told Councilman. Bryant he knew he had done <br />much of the leg work on the Boyd Heights project as far as getting in contact with <br />homeowners, if we shorten that to less than sixty days, are we pushing too much. <br />Councilman Bryant said no we could go thirty days or forty-five days, what we are <br />offering is a good deal. Swinney's have taken a look at the project and have given a <br />rough cost at just over X100,000 on two different opCions. The residents need to come to <br />the meeting and hear what we are offering. if we are offering to run sewers out there and <br />in the effort to annex them we will provide them with governmental services the Town <br />provides. I think forty-five days is long enough for them to decide if they want to be part <br />of the Town and be annexed and if at the end of forty-five days we don't have the <br />percentage of people willing to hook on, then I would say it is a done deal, we are not <br />going to do the project. President Warthen asked if they should set that percentage now <br />and Council .man Bryant answered let's set it at the meeting when they come far <br />discussion. Attorney Currens told the council the letter should tell them to be at the <br />meeting to discuss the matter and the payment of the hook-on fee, the lateral at their <br />expense, and agreement to atxnex_ The Town will provide installation of the line and will <br />need an answer no later than M~irch 15, 2001_ President Warthen asked if the council <br />wanted to go ahead and get quotes from engineering firms and Councilman Bryant asked <br />:for the Town or. for this project. Councilman Warthen said this project. Councilman <br />Bryant answered yes, that would help speed things along. Council agreed. Councilman <br />Bryant asked Joe Beikman if he had bilked to Swinney's on the two proposed ways to <br />install the sewer line. Mr. Beiktnan's answer could not be heard on the recorder. <br />Councilman Bryant said he had what Swinney had told him on the. phone but did not <br />know if he had faxed over any other information on his quotes. <br />Attorney Currens told President Warthen the wage board would need sorme appointments, <br />one representing industry tliaC is appointed by the council and one representing the taxing <br />district, the taxpayer, appointed by the council and one from the county commissioners <br />and they will ask for a suggestion. Councilman Bryant asked if this had to be done <br />because we were spending $100,000. Attorney Currens said yes, and this needed to be <br />done for another project conung up on the church, so we will roll all. of these into the <br />same one. Council President asked about Boyd Heights. Attorney Currens said we <br />would just Ynake it Sewer Project of 2004 and use the same folks for' the MethodisC <br />Church. Council President Warthen told the council that the last wage board Jim <br />Ransoms and Greg Swinney served. Councilmanx Bryant asked what they determine. <br />Auor7ley Currens said there is by statute when you set a wage scale there are five <br />members on the board, one representing labor a government appointment and they have a <br />meeting to determine what the cornrnon wage scale should bc. Basically it is a way of <br />setting a wage scale consistent with union a wage. It does not come back to the council <br />at any point. Also a suggestion of a name the county conunissioners can. appoint needs to <br />be given to Tirir Currens. Councilman Bryant said he aught have somebody in mind but <br />he would have to ask him first. President Warthet7 explained. to Mr. Mudd the council <br />had authorized. the acceptance of quotes for engineering services for the project and <br />authorized legal counsel to send a letter asking for attendance at the February 3, 2001 <br />meeting and. at Chat tune it will be explained to the residents the proposals the Town <br />would like to do and. will get a feel for who will and who will not annex into the Civil <br />Town of Mooresville acid request an answer back by the March meeting. Mr. Mudd <br />asked if he could take a petition arour.~d to get naives, would that help his situation. He <br />said as far as he knew there; were two out of eighteen homes against this.
