How :much are you talking about camering, are you talking about <br />going up in tl~e new mains and camera to try to determine which lateral is bringing in the <br />most water? President Warthen <ulswered yes. Paul Bryant asked if the map showed the <br />storm sewers in the area to get the surface water away- President Warthen answered it <br />did not. Paul Bryant went on to say the Tawn owes the people of Mooresville, it is the <br />Town's responsibility to get rid of the surface water off the streets and ground. The <br />Tawn has built the streets up, routed out the planting strips, giaveled the planting ships, <br />and all is happening is we're putting a million gallons of water every time it rains and <br />crying about this water getting into the sewer system. Millions of dallars have been spent <br />since 1've been in Mooresville and everything is done except address the real issue_ <br />Councilman Clark said what Paul. is saying is that our stone sewers are iaot adequate, they <br />are not carrying the water. Paul IiryanC said he had pictures he took in :March 2003 of <br />about twenty-nine storm sewers and every one of them stopped solid, totally solid. Some <br />of them had tiny slits that five leaves would stop up anal gravel from the street. He said <br />just drive clang the streets after a rain, you will see puddles everywhere. Nobody is <br />addressing the real. issue is we need to get the surface water off the streets and the ground. <br />Councilman Bryant asked once we get the cameras in there and determine that .lateral is <br />leaking what are the options? President Worthen answered that we try to determine if the <br />the has collapsed, if the file is bad, or just butted together and leaking. President Worthen <br />said our wastewater ordinance; states nothing other than sanitary water out of the house <br />can be dumped into the sewer. Attorney Currens said. if the people had a perimeter drain <br />or if they have their gutters going rota that, Chey are required to disconnect them, if their <br />:field file is broken they are required to fix that. Councilman Bryant asked if that area had <br />been smoke tested when the smoked the old part of Town. Joe Beikman answered the <br />last titaie that area was smoke tested was probably in 1.978. Councilman Bryant said that <br />any violations should have been disconnected and 1 would be in favor of going back to <br />see if those violations have been disconnected and what if the tale is deteriorating, would <br />you be willing to tell thetxi they have to run a new lateral? Councilman Bryant asked Joe <br />Beikman iF he still had those records from 197$ in order to check this out. Joe Beikman <br />said he thought things had been corrected except for perimeter drains on bi-levels. <br />Councilman Bryant asked if this was unfixable. Toe Beikm~ul answered a sunk pump <br />would have to be put itl and Councilman Bryant said well that would be :far cheaper than <br />them running a new lateral.. Do you have any idea of the expense an cazt~era imaging? <br />President Worthen said chat is why he asked Jae to get some prices together. Carol <br />Weasler asked the council. what percentage they thought was a lateral problem and was a <br />few homes enough to cause the south end of Bishop Street to have sewer come up in their <br />homes. Councilman Clark answered if surface water is going in and the system has been <br />reduced, then there is going to be a back up of sewer. <br />Ross Holloway conu~tented that a leaking lateral or perimeter drains or downspouts c~u~ <br />have a huge ai':fect. It only takes four homes running full thru a four- inch lateral to <br />overwhelm and eight- inch line and you add to that surface water, you have a huge <br />problem. If there were proper storm sewers it would be less likely to overflow. Cracked <br />laterals arc less of an issue, because usually it is a seepage issue and not a flow. 1 think if <br />there were pa'oper stornl sewers, people would be more likely to have their downspouts <br />an top of the ground and to have sunk pumps and you would be less likely to have <br />infiltration problems from a cracked tile_ <br />Jae Neal, Netil & Son Plumbing, spoke saying he had put two pumps an a house and one <br />wouldn't shut off, so he went out there and took the inspection plate off the top the <br />perimeter drain dumped into this lift station. Thc;re was afour-inch stream coming into <br />that pump. The next maixa_ing aC had quit raining and nothing was going thru the pump. <br />The laterals, sunk pumps, perimeter drains, and downspouts going into the lines, people <br />can't do this, but it is done. This causes the treatment plant problems. Coancilrnari <br />Bryant said he wanted a storm sewer reap, prices on the camera, and records from 1978. <br />Joe T3cikman said he did not have a map of storm sewers just r~~lnholes and catch basins. <br />Joe Beikman asked the council to address the line on St. Rd. 267. He said the line is <br />damaged and the manholes wire falling apart along 267 .from. the old IGA up to <br />Northridge Drive. I-le said when you look at the problem on Bishop Street, it does not <br />always come from that area, when the plant starts backing up it backs up. Joe said it used <br />to take cone--.inch rain to cause a problem, now it likes athree-inch rain to cause <br />problems, so some progz-ess has been made. He said there are f fty-six be-levels in the <br />north end that has perimeter drains going into the sewer. And a lot of them still don't <br />have gutters on the house. Councilman Bryant said if this is the problem, do you believe <br />a major portion of these have not been corrected, (and Joe said he would guarantee it), <br />
