M. at the Mooresville Town Ha11. <br />Town Council members present were: President Toby Dolen, Troy Bryant, john L. <br />Clark, Tom Warthen, and Mark Mathis. No members were absent. Tawn attorney Tim <br />Currens was also present. <br />Terry Crist, Mt. Gilead Church, gave the invocation. <br />Motion was made by Councilman Clark, second by Councilman Mathis tv approve the <br />minutes of the March 18, 2003 meeting. Motion carried unanimously. <br />Wayne & Judy Doty, 4798 East Hadley Road, appeared before the council to request to <br />hook-on to the sewer. Councilman Warthen told the council he visited their house and it <br />is across from the new line and there were stubbed linese~cman~tnhere wastlan easement <br />any future hook-ons. Councilman Warthen asked Joe B <br />from the road to the line and he answered yes, there was. Councilman. Warthen said he <br />felt it would be a benefit to them to hook on with the stipulation there would be no <br />remonstrance against being annexed. Councilman Bryant said he could see no downside <br />to the hook-on. The Doty's home is fourth house down with three properties in between <br />~.-~~e Ray Young Addirtio~behind the~.etion wits-mtade by Councilman Warthen, ..---- <br />second by Councilman Clark to approve the hook-on per our Qrdinance and with the <br />understanding. they will annex when there is contiguity. Motion carried 4-1, with <br />Councilman Mathis opposed. The Town Council will need a letter from them requesting <br />annexation when there is contiguity. Mrs. Doty asked for the cost. They need to pay the <br />Town of Mooresville a $900 hook-on fee and they will need to obtain. a company to run <br />the line from the main to theiur home at their cost. <br />Vicki Kivett, Morgan County Clerk, appeared before the council to answer questions <br />about the agreement with the county for a primary election. She told the council she <br />pinpointed costs and split them down the middle. She explained this cost would only be <br />every four years when there is a town election. She told the council that in 2007 they <br />need to be sure and budget approximately $10,000, if there are opposed candidates. Mrs. <br />Kivett told the council that Martinsville's casts came in a little higher than Mooresville, <br />because they have more precincts. A motion was made by Councilman Mathis, second <br />by Councilman Clark to approve the agreement and sign for Primary Election expenses. <br />Motion carried 5-0. <br />Councilman Bryant asked Councilman Warthen if Joe Beikman had a chance to look at <br />the broom. Councilman Bryant said they need to figure a way to sweep sidewalks. He <br />said with Rule 13, the Stvrmwater rule, the town needs to keep the sidewalks clean. Joe <br />Beikman will go look at this broom. <br />
