Debbie, Zydeco's, told the Town Council she had a call from the Indy 500 Board and they <br /> wanted to rent the restaurant for a Friday night. Both sides of East Main Street would be lined <br /> with thirty three Pace cars. The event is for the Board of directors and their wives from 6:30 P. <br /> M. to 10:30 P. M. After some discussion a motion was made by Councilman Clark with a <br /> second by Councilman Goodwin to approve closing East Main from Indiana to the first alley for <br /> the designated time. Motion carried 5-0. <br /> A motion was made by Councilman Clark with a second by Councilman Cook to approve pay <br /> requests#3 and #4 for Theinemen, Wastewater Treatment Plant UV disinfection. Motion <br /> carried 5-0. <br /> Jenny Jones, J B Towers, appeared before the council saying she was on a fact finding mission at <br /> this point. J B Towers builds cell towers to hold multiple carriers and wanted to know what <br /> process she needed to follow. She was told to get in touch with Mr. Beikinan, Building Inspector <br /> and Attorney Currens before going to the zoning board since the Town Council does not monitor <br /> cell towers. Councilman Langley asked if there was a large demand for towers in this are. M.s <br /> Jones said she hadn't heard a"no"but there hadn't been a huge response. <br /> The Mooresville FFA would like to hang a banner for Alcohol Awareness Day. The Town of <br /> Mooresville Utility Superintendent would like to move it from the area they normally use on <br /> North Indiana Street. High winds are tearing out bolts from the rotting poles. If they hang the <br /> banner on IPL poles, Joe Beikman would have to sign a liability agreement. A motion was made <br /> by Councilman Goodwin with a second by Councilman Clark to approve hanging the banner <br /> where the Utility Superintendent suggests and how he suggests. Motion carried 5-0. <br /> Karen Hancock, 5121 East County Line Road,requested permission to hook on to the <br /> wastewater. She had paid to have a lateral hood up at the time A &A Transmission put in their <br /> wastewater and she wants to hook up her pole barn and house. She has a mini farm not <br /> contiguous to A &A Transmission. She had a building zone commercial but she said she had it <br /> rezoned back to agriculture. Attorney Currens said he would have to check into the zoning and <br /> told her to call Joe Beikinan the next day and find out what the fees precisely would be. After <br /> this she is to come back on April 21" <br /> Amy Miller, Cornerstone Grants spoke to the council about some information she had <br /> concerning the DR.2 money grant for water or sewer projects. You have to be on the State <br /> Revolving Loan list or the USDA list to be eligible. There is no ceiling on the grant, it is non- <br /> competitive and is done as a case by case basis, but she did not know if we were very close oil <br /> the project. Attorney Currens told her the town had the project plan and was working with <br /> HNTB on the project and the financing was probably going to be a.bond with Redevelopment <br /> Commission and the Town. Amy Miller told the council. to talk with HNTB to see how soon. <br /> they could get the project on the list and the town would still have to do an income survey. She <br /> had two quotes: Ball State University$2300 and would have to develop a list of names and <br /> phone numbers on an Excel Program, Jeff Hornsby $2,250 and doesn't care what kind of listing <br /> as long as we give naives and a phone book. Amy said there was also DR2 money available for <br /> Storm Water. The income list would cover the part of the Town the project would cover. The <br /> ceiling on Storm.Water money is 1 million dollars. The income survey lasts for four years. It <br /> will take two to six weeks to complete. After two years and after that would have to recertify for <br /> another two years. A motion was made by Councilman.Clark with a second by Councilman <br /> Cook to do an income survey. Motion carried 5-0. The'Town has to be 51% low to moderate <br /> income, according to HUD. A motion was made by Councilman Goodwin with a second by <br /> Councilman Langley to approve Jeff Hornsby quote of$2,250.00 for the income survey and pay <br /> out of Town Miscellaneous line item in the Town Hall budget. Motion carried 5-0. Council <br /> President Mark Harris will call Chris Gale of IINTB to discuss a meeting about getting on the <br /> State Revolving Fund list. <br /> Attorney Currens had copies of the cemetery mowing contracts for reading and signing. <br /> Councilman Goodwin noticed the actual approval by the board was March 1.7 but Attorney <br /> Currens said that would not make a difference at this point. A motion was made by Councilman <br /> Goodwin with a second by Councilman Langley to approve the contract as given. Motion <br /> carried 5-0. <br /> Animal Control Officer, Mark Taylor, reported thirty one (3 1) calls, eleven(11) impounds, and <br /> six (6)returned. <br /> A motion was made by Councilman Clark with a second by Councilman Goodwin to approve <br /> payment of the claims. Motion carried 5-0. <br />
