952 <br /> Johri Badger, Farmers Market, tabled from last meeting appeared before the council. The first <br /> day for the market in Mooresville is May 26t'. The vendors pay a membership fee and then a fee <br /> each time they open. Council President Goodwin told Mr. Badger his concern was where to <br /> draw the line from a policy perspective on how to address this as to who the council gives money <br /> to and who they do not. Mr. Badger stated they would be donating to the non profit end of this. <br /> A motion was made by Councilman Cook with a second by Councilman Langley to oppose <br /> donating money to the market. Motion carried 4-T', Councilman Clark opposed. <br /> .3-- <br /> Legal: A motion was made by Councilman Cook with a second by Councimmaa.Clark to approve <br /> Jun Ransome and Greg Swimiey to the wage board for the Wastewater project. Motion carried <br /> 4-0. <br /> Attorney Currens told Council the Town would get up to a 5%reduction on the loan rate if they <br /> could qualify for green expansion for the Wastewater expansion Council President Goodwin <br /> asked if the final cost of project would change. Attorney Currens does not see the scope of the <br /> project changing. Chris Gale, HNTB needs authorization to proceed with the study of what parts <br /> would qualify for green and this would be time sensitive. A motion was made by Councilman <br /> Clark with a second by Councilman Langley to have a ceiling of$20,000 prelim with a contract <br /> to follow up at the next meeting. Motion carried 4-0. <br /> Animal Control Officer, Mark Taylor, reported twenty-three (23) calls, five (5) impounds, and <br /> two (2)returns. <br /> Morgan County Economic Director reported she is working on an existing project and on a new <br /> project. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> payment of the claims. Motion carried 4-0. <br /> There being no further business to come before the council at this time, a motion was made by <br /> Councilman Clark with a second by Councilman Langley to adjourn the meeting. <br /> The next regular scheduled meeting of the Mooresville Town Council will be on Tuesday, May <br /> 18, 2010, at 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin, Vice President Tony <br /> Langley, John L. Clark, Mark Harris, and Jeff Cook. Town attorney Tim Currens <br /> was present. No members were absent. <br /> President Ryan Goodwin gave the prayer. <br /> A motion was made by Councilman Clark to make two corrections; one was on the <br /> Mt. Olive abatement should have been the vote 3-1 with Councilman Langley <br /> abstaining. The other on the Farmers Market vote should say 3-1. Councilman <br /> Langley seconded with the corrections made. Motion carried 5-0. <br />
