Perry, Clerk-Treasurer <br /> February 2, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, February 2, 2010, at 6:30 P. <br /> M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin, Vice President Tony Langley, John L. <br /> Clark, and Jeff Cook. Councilman Marls.Harris was absent. Town attorney Tim Currens was <br /> present. <br /> Rose Warthen, St. Thomas More, gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> minutes from January 19, 2010 meeting. Motion carried 4-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> Banning Engineering proposal for cemetery plat and layout modified costing$14,000 plus <br /> expenses and does not include filing or application fees which are estimated around $1,100.00. <br /> Motion carried 4-0. <br /> The gravedigger has raised his price. Cemetery Sexton, Ed Bucker proposed new rates for the <br /> Town to charge. The funeral home collects the money and the Town pays the gravedigger. Mr. <br /> Bucker is proposing to collect$100 over cost. Sundays and Holiday rates will increase by one- <br /> half. This is a cost passed on to the customer. A motion was made by Councilman Clark with a <br /> second by Councilman Langley to approve price increase as proposed by Mr. Bucker. Motion <br /> carried 3-1 with Councilman Cook opposing. <br /> Joe Beikman,reported the State is changing the intersection at Main and Indiana Streets. The <br /> original proposal was eliminating parking on west side of South Indiana Street. Joe wanted <br /> staggered lanes for trucks to turn south. The second proposal does away with parking for 80 feet <br /> on north side of Indiana Street, on east side of South Indiana Main Street to alley, and on west <br /> side of South Indiana Street, Main Street to alley. The traffic lights will change to LED, instead <br /> of time delay and put in a left turn lane for south bound traffic. People will have to pay attention <br /> to stop bars on the one proposal to save parking on east side and north side. This project will be <br /> put out for bids July 7t' and will be awarded within a few days of that. Construction will begin <br /> in the fall. This is crunch week for the council to make recommendations. <br /> Downtown businesses and residents speak: <br /> Jeff Scalf, 545 St. Rd. 267 brought up the proposal of offering to the state for trucks to go down <br /> old 267 and turn on 42 straight to Monroe Street. The Comprehensive Plan adopted in 2009 <br /> included a proposal to reroute traffic around downtown Mooresville. <br /> Julie Lakes, 5 East Main Street, owner of old building downtown, said her building was being <br /> daily harmed by truck traffic. There should be an enforcement of the 8 ton weight limit on Main <br /> Street. She also said there was a parking issue with Churches in Mission. She wants their <br /> patrons to be worked with to use public parking places instead of parking in front of businesses <br /> downtown. She also noted needing better signage for other parking lots and removing abandoned <br /> vehicles from parking lots. <br /> Jack Bain, 19 South Indiana Street, owns a tax service and said he had elderly clients that can not <br /> walk from public parking lots. He said he was also a project manager and would need a State <br />
