1010 <br /> The next item was pay request 410 from HNTB for the Wastewater Plant expansion <br /> project, in the amount of$845,210.90,bringing the total to date to $6,635,754.31. <br /> A motion to approve pay request#10 was made by Councilman Langley, second by <br /> Councilman Clark and carried 5-0. <br /> In other business, a emotion was made by Councilman Cook, second by Councilman <br /> Mathis to approve the transfer of$80,000 from the Wastewater Operating Fund to <br /> Wastewater Plant Improvement Fund. Motion carried 5-0. <br /> A motion was made by Councilman Mathis, second by Councilman Clark,to approve the <br /> list of uncollectible sewer debts, consisting of 34 accounts,totaling $2,506.42. This <br /> would give the Clerk's office pennission to write the balances off and remove them from <br /> the accounts receivables balance. Motion carried 5-0. <br /> Under Legal, Town Attorney, Tim Currens gave the Council a draft copy of Ordinance 8, <br /> 2011, granting the Town Executive certain powers. The Town Council President is the <br /> Town Executive. The ordinm-ice grants the Town Executive the authority to implement <br /> the day-to-day administration of the Town's affairs, excluding the authority to enter into <br /> contracts and to dismiss any employee. This power does not supersede the power of the <br /> Parks and Recreation District Board or the Metropolitan Board of Police Commissioners <br /> who have statutory authority to act. The Town Executive would have the authority <br /> granted to the Town Council under the Town's Personnel Policy for all duties excepting <br /> the termination of any employee. <br /> A motion was made by Councilman Mathis, second by Councilman Langley to approve <br /> the first reading of Ordinance 8, 2011, granting the Town Executive certain powers. <br /> Motion carried with 4-0, with one abstention by President Watkins. <br /> Signe Nicholson, who has a MBA in city planning from the University of Pennsylvania, <br /> has agreed to be the Town's liaison with the Airport Authority and Airtaropolis. She <br /> would do this at no cost to the Town. <br /> A motion to appoint Signe Nicholson as the Town's liaison with the Airport Authority <br /> and Airtropolis for a period of two years was made by Councilman Clark, second by <br /> Councilman Langley. Motion carried 5-0. <br /> A motion to approve the payment of claims was made by Councilman Mathis, second by <br /> Councilman Clark.
