hoping that the local law enforcement officers could use this range as it would be a year <br />round range. The Mooresville department currently has to go to the range on Blue <br />Bluff Road, which is an outdoor range. Jerome Brewster explained that for <br />soundproofing he is planning to use 2" foam board, a layer of concrete block, a layer of <br />3/8" AR500 steel, and then the acoustical range blocks that would prevent ricochet, in <br />addition to the layer of concrete block that is currently on the exterior of the building. On <br />the inside, there would be a double door between the shop and the range. Lisa Corbitt <br />stated that she has never heard the sound of gunshots when outside at any indoor range <br />that she has taught at. Mike Young stated that the handout they were given only stated <br />that it reduces noise and does not provide any data on decibel readings. Mr. Brewster <br />said he would get some data on the decibel readings. Charles McGuire commented that <br />although he agrees that everyone who owns a gun should be trained on how to use it, he <br />cannot see putting a firing range in downtown Mooresville. Jon Swisher asked Attorney, <br />Tim Currens if the zoning ordinance addressed a shooting range. Mr. Currens stated that <br />it does address an outdoor range as an allowable use in a flood plain by Special Exception <br />in an agricultural district; however it does not specifically address where to place an <br />indoor range. Jon Swisher asked if there were any statistics on increased violence in <br />areas around this type of business. Lisa Corbitt said she hasn't experienced that in any of <br />the shops she has worked in and that it is usually family people who are getting trained <br />on how to use firearms for protection. Mike Young stated that the two important issues <br />were safety and noise. Mr. Brewster said that no one would be allowed to take their own <br />ammo into the range and Ms. Corbitt added that they would not allow anyone under the <br />age of 12 to fire a weapon. There were no questions from the audience. Mr. Peden stated <br />that this was a good use for this property due to the lack of other options for the property <br />and the fact that no remonstrators were present. Mike Young said he would have to have <br />more information on safety and the noise level before voting. Jon Swisher offered them <br />the opportunity to request a continuance and bring back the requested data. Mr. Peden <br />said they would request a continuance. <br />A motion to grant a continuance was made by Mike Young, second by Don Barry. <br />Motion carried 4 -0. No new notices will be sent out. <br />The last item on the agenda was Margot Weisser requesting a variance for a beauty shop <br />at 419 E. St. Rd. 42. She would be using the existing building, either in the house or the <br />garage and operating the shop by herself to start. She may add one more employees if <br />business grows. Her hours of operation would be from approximately 9:00 a.m. to 6 or <br />7:00 p.m. Tuesday thru Friday. She would work by appointment only. Jon Swisher <br />asked what kind of signage she was planning to use. She stated that she would like to put <br />a lighted sign in the front yard the same size as others businesses in the area. The <br />property contains 1.5 acres and is four properties East of Cooney Road on the South side. <br />Charles McGuire asked Mrs. Weisser if she had sufficient parking. Margot stated that <br />she would only have one or two people there at a time and she had plenty of parking in <br />front of the garage. Bob Detty, whose son and daughter -in -law live next door, asked if <br />they were required to reside at the residence to get the variance. Tim Currens explained <br />that they only had to be the property owner. Diane Detty asked Margot if she would be <br />offering any other services like tanning and she said no.
