BOARD OF ZONING APPEALS MINUTES <br /> APRIL 10, 2008. <br /> The Town of Mooresville Board of Zoning Appeals met on April 10, 2008 at the Mooresville <br /> Government Center at 6:00 p.m. Present were <br /> were Robert Williamson <br /> and Alan Kramer. <br /> Allman and Town Attorney, Tin Currens. <br /> Meeting was called to order by Jon Swisher. Motion was made by Mike Young, second by Neal <br /> Allman to approve the minutes of March 13, 2008. Motion carried 3-0. <br /> On the agenda was Ross Holloway on behalf of Springhill Christian Ministries, Inc. for a Special <br /> Exception on State Road 67. Mr. Holloway stated that any findings would be contingent on the <br /> Plan Commission and Town Council grantindg hunch rezone <br /> d activities. Mr. Holloway Special lot <br /> Exception is for construction of a church an <br /> of the property is in a flood plain and not useable for anything but possibly church related <br /> activities and believes that by granting this Special s that his use would better than residentialany of <br /> the adjoining properties. Mr. Holloway also believes <br /> housing and all the density and problems that that brings. He also thinks it is in character with <br /> the area because right across the highway you have Pedigo Chevrolet and several commercial <br /> uses up to County Line Road. Also, catty corner from the property there is Grace Missionary <br /> Church on a similarly large piece of property. Mr. Holloway thinks this is very suitable and that <br /> a Special Exception should be granted. He also stated that the Plan Commission continued the <br /> application on the B2 request because they were concerned about the railroad permit. Mr. <br /> Holloway stated that they are still working with the railroad to get that issue resolved, and in fact <br /> have done some title and deed research. He stated that they have a deed showing when the right <br /> of way was granted to the railroad. Chairman, Jon Swisher was concerned that there would be <br /> adequate access to get through. Mr. Holloway stated that there is access now via an easement <br /> which once was an extension from County Line Road. That access is still in fact there. Mr. <br /> Holloway stated that if this Special Exception is granted they will in fact be constructing a new <br /> access with right turn lanes. <br /> Mike Young made a motion to approve the Special Exception and second by Neal Allman. <br /> Motion carried 3-0. <br /> Chairman Swisher stated that the reorganization should have been made in January and <br /> suggested postponing it because only three members were present, second by Mike Young. <br /> Motion carried 3-0. <br /> A motion to adjourn was made by Neal Allman and second by Mike Young. Motion carried 3-0. <br /> The next Board of Zoning Appeals meeting will be held on May 08, 2008 at 6:00 p.m. at the <br /> Mooresville Government Center. <br />
