Mr. Holloway returned for Rick Deckard regarding the Senior Living at 12150 N Rooker <br /> Road. Mr. Holloway passed out changes on the plat after meeting with the Technical <br /> Review Committee; the right of way for State Road 144, included the portion of lot one <br /> that was none build able, lot one will need to be amended in order to fold this part into <br /> the larger parcel. This can be done before the final plat. Mr. Holloway also said that <br /> Pregnancy Care Center has signed the deed over to the Church so that can be conveyed to <br /> Mr. Deckard when the time comes. The access drives to the north drive to one way in and <br /> the south drive to one way out. They have put park on south side along the detached units <br /> With angled parking, this brings parking spaces to 82 about 1.9 per unit. The have also <br /> shown the 40 foot building all the way around. Mr. Holloway noted that they have added <br /> a 40 foot drainage easement across the parcel that will be folded in at the north-west <br /> corner to accommodate the existing stream like wise have determined the location of the <br /> stream on the south side, it is entirely on this property they have shown a 30 foot drainage <br /> easement running across the entire south line to accommodate any work, reconstruction <br /> or what ever is done for that ditch. Mr. Holloway handed out a sheet trip generation, <br /> wastewater flow; these were concerns of the Tech Committee (the sheet is attached to the <br /> minutes). Mr. Deckard had a hand out showing floor plans some of the amenities on the <br /> front on the back it was showing layout and roof design. Chairman young asked about the <br /> maintenance of the grass area it was said that the property owner takes care of all <br /> maintenance. There are four fire hydrants and six area lights. Chairman Young asked <br /> about the percentage of masonry, Mr. Deckard said that the church building is almost <br /> 100%brick except for the gymnasium area with vinyl above the brick, the vinyl will be <br /> replaced with dryvit. The exterior will be 60%brick with dryvit with no vinyl. <br /> Commissioner Dieterlen asked about the trip calculations, he said with having almost 2 <br /> 411 Parking spaces per unit, his concern that we are under estimating the amount of trips <br /> That might be coming out, because there might be two vehicles per unit so the number of <br /> trips could roughly be the same as today. Mr. Holloway does not believe that would be <br /> the case, because the odds are because it is senior housing and many are one bedroom <br /> every will not have two people in them. Mr. Holloway that that could be more trips but <br /> he doesn't believe that it would rise to the level that the church and preschool does now. <br /> Commissioner Dieterlen said his concern was based on the comments from the folks <br /> from the last meeting, they felt it was unacceptable. After more dialog on this subject, <br /> Commissioner Dieterlen mentioned the wastewater flow and that it would not be a <br /> significant impact, he asked if they had looked at the impact on the lines serving the area <br /> would be, Mr. Holloway said that they had not but he did know that it is a major sewer <br /> line. Mr. Holloway said that once construction plans are prepared and all issues they will <br /> be back for a final plan approval. Commissioner Dieterlen wanted clarification on the <br /> amount of one and two bedrooms. Mr. Deckard said that the concept is 29 one bedrooms <br /> and 15 2 bedrooms with 16 of the new bedrooms being in the new construction. <br /> Commissioner Dieterlen also fencing and drainage with the ditch line Mr. Deckard said <br /> the tree line would be cleaned out under the trees and that the tree line will look nice. In <br /> closing Mr. Holloway said that they believe that this is a better use for the property than <br /> possibly the current use and if the church grew this would certainly be the case. Also it <br /> would be a benefit to the community from a tax standpoint. Mr. Holloway; he feels that <br /> Mr. Deckard has proposed a nice addition to the community; there are permits, <br /> construction drawings, drainage reviews this is just our first step.
