Mr. Stovall advised that there was a hardship in that the property <br />cannot be used unless it is used for commercial purposes. He advised <br />that there was presently a low commercial use of the property in <br />question. Mr. Stovall further advised that there was a hardship <br />to one of the tenants in that she was unable to find any other <br />suitable living arrangements. <br /> <br /> Steve Oschman read into the record a letter from Edna Schultz. <br />She advised that she did not object to one apartment but did have <br />objection to four apartments on the property. The letter indicated <br />that the four septic systems have leaked above ground so that she <br />was not able to have a full use of her property due to the drainage <br />onto her property of the septic systems. She further advised that <br />Mr. Reed had built up his property approximately four feet and <br />rain water was being diverted onto her property as well. Mr. Reed <br />was advised by her of the improper drainage and was requested to fix <br />the problem which, to date, has not been done. She further advised <br />in the letter that there have been occasions where boys living in <br />the apartments would urinate on the pole barn behind Mr. Reed's house. <br />This was a summary of the entire letter which was read into the <br />record. <br /> <br /> Tilford Bailey advised that there was a need for a perk test <br /> <br /> Health before homes and apartments could be <br /> <br />from the Board of <br />constructed. <br /> <br /> Steve Oschman <br /> <br /> indicated that he would like to view the property <br />before making a decision. Tilford Bailey responded that he had <br />recently seen the property and that it was still a problem. <br /> <br /> Mr. Schultz, a remonstrator, indicated that the Reed property has <br />been an ongoing problem.
