system for years. <br /> <br /> Jim Baker indicated that the Reed property near the road is <br /> <br />always saturated with sewage overrun and Ray has covered the problem <br />with dirt. <br /> <br /> goyce Green stated that Mr. Reed has covered rocks and other <br />debris with top soil so that one cannot see how the property will drain. <br />She further advised that there were four to five people in the top <br />apartment alone. <br /> <br /> Mr. Baker added that he did not want to initiate allowing <br />multi-family dwellings into the area. <br /> <br /> Jack Dicks advised that there are always twelve to thirteen <br />vehicles on the property early in the morning and Warren Franklin <br />confirmed this fact. <br /> <br /> Ros Stovall advised that the Town Board had issued an cease <br /> <br />and assist order requiring Mr. Reed to not rent the apartments pending <br />this appeal and that Mr. Reed was making every effort to comply with <br />that order. <br /> <br /> Chairman Oschman inquired as to whether there was sufficient <br /> <br />space to allow for the minimum parking requirements of the ordinance <br />and he was advised that due to the acreage of the Reed property that <br />there was ample parking available. <br /> <br /> Mr. Reed stated that he had one bedroom apartmen~ which he <br /> <br />was renting to one person and a three bedroom apartment upstairs. <br />He indicated that there were four other units besides the home in <br />which he lives. <br /> <br /> Steve Oschman indicated to attorney Stovall that there was a <br />minimum quroum present this evening and that all three members would <br />have to vote in order for any legal action to be taken.
