A motion was then made by Don Barry to grant the <br />variance to allow the property in question to be used as a parking lot. This <br />was seconded by Warren Franklin and unanimously carried. <br /> <br /> The next item on the agenda was the petition filed by the Mooresville <br />Public Library concerning the property located at the northwest corner of <br />Harrison and south Monroe Streets, namely, Lot Nos. 19, 20, 21, 22, and 23 in <br />Scott's Subdivision to the Town of Mooresville, recorded in Plat Book 67, <br />page 273 of the Recorder's Off~ce Jn Morgan C~unty. In particular the v~riance <br />request was to allow the construction of a public library on said real estate <br />which is classified A-Residential with the proposed type of uae requiring a <br /> <br />LB zoning classification. The library was represented by John Mills, attorney, <br />with the owners of the property, the Prescotts being present along with several <br />library board members, including Norman Connell, Mariam Mills, Mr. Darnell, <br /> <br />Mrs. I.indley, and Nina Langley. The architect for the project was also present. <br />Mr. Mills explained the request for the variance to build the library showing <br />drawings of the location of the structure on the property and a sketch of the <br />completed building. Mr. Mills pointed out the compatibility of the use to the <br />area and how it would not affect the genera] health or safety. He also advised <br />that the property as zoned residential was not compatible to further development <br />on the lower s~de where it dropped off significantly. He also advised that the <br />use and traffic should be compatible to the neighborhood. The Board then <br />proceeded to ask questions regarding where the property would face, which the <br />response was Harrison Street and the square footage being 11,300. <br /> <br /> The architect took some time to explain the style of the proposed <br /> building, that being more of a residential type versus a public building type <br /> structure. He also went on to explain the traffic flow which was arranged to <br /> provide entry and exit on Harrison Street and not on Monroe) Also the lighting <br /> <br /> <br />
