In the course of this, he stated that lie was going to make a couple of <br /> motions with Sue Kays's approval. <br /> Steve Fitzpatrick stated that the first issue that jumps out, and Captain Allen you were present at <br /> the first meeting. Steve Fitzpatrick stated that he felt like he did a fairly decent job of conveying <br /> that he wanted the police commission to be much more active and much more informed than we <br /> have been in the past. Steve Fitzpatrick also wanted things to be brought to them that are relevant <br /> and important to the police department. Steve Fitzpatrick asked Captain Allen if he took that <br /> away from the meeting. Captain Allen stated absolutely and that was what he gathered the police <br /> commission wanted to be more involved in the daily operations of the police department. Steve <br /> Fitzpatrickstated that it wasn't necessarily the daily operations but certainly the activities that <br /> affect the daily lives of the police officers. <br /> Steve Fitzpatrick stated that at that meeting his first question has to do with the evaluation <br /> program that the police department is undertaking. Steve Fitzpatrick stated that he was told that <br /> this was new and it was not brought up at the meeting. Steve Fitzpatrick asked Captain Allen if <br /> he was aware of this program. Captain Allen stated that he was aware of the program. Steve <br /> Fitzpatrick asked for background on the program, who is in charge of it and basically how it is <br /> going to run. Captain Allen stated that he was under the impression that the program had <br /> currently been suspended. Captain Allen stated that they had been discussing an evaluation <br /> program for the past several years and that it include the three Lieutenants, the Chief and himself <br /> ( and that they were trying to come up with a concept on how we were going to evaluations. <br /> Captain Allen stated that there were several different options they were looking at. Captain Allen <br /> stated that discussions have gone back as far as when Mel Paris was on the department. Captain <br /> Allen stated that recently the forms were given to us and they were to be completed turned in by <br /> today. Captain Allen initially stated that we were going to get back together to discuss the <br /> evaluations but not it has been put on hold as we were told the police commission wanted to be <br /> more involved and they would be creating an evaluation for us. <br /> Steve Fitzpatrick asked for a more specific timeline and who was in charge. Captain Allen stated <br /> that at first they were to be turned into him by today. Captain Allen stated that he has received <br /> most and then stated all of them today. Steve Fitzpatrick asked when the conversation started to <br /> begin this process. Captain Allen stated that he would have to check his email to see when it <br /> began. Sue Kays asked if it was in the last week, two weeks or three weeks. Captain Allen stated <br /> that it had been recently within the last week or so. Steve Fitzpatrick stated so that the form had <br /> to be created, questions prepared, copies made and the command staff had to be briefed on what <br /> is going on. Steve Fitzpatrick stated that his big concern and why they were here is why wasn't <br /> this evaluation brought up last Thursday night. Steve Fitzpatrick asked why did Captain Allen <br /> not bring it up or why did Chief not bring it up? Captain Allen stated that he couldn't answer <br /> that. Steve Fitzpatrick stated that Captain Allen was at the meeting and could he not answer for <br /> himself. Captain Allen stated that nothing was directed at him, no questions were asked of him <br /> and he did not say a word, Captain Allen felt that he should not volunteer anything without being <br /> asked. <br /> ( <br /> i', <br />
