North Gateway: Per Manns, the north gateway spotlight was replaced this afternoon (February 81h'. <br />Commissioner Beikman presented a request on behalf of the Town Council to add lighting to each the <br />north and south gateway as well as the obelisk to better illuminate the flame. He also requested the <br />Commissioner consider a monetary contribution. Commissioner Gutzwiller shared that although the <br />picture provided does look good at night, he asked they consider what it may look like during the day. <br />He also noted that he'd defer to future legal counsel on the Commission's ability to financially <br />participate. <br />For clarification, Manns shared that per the MOU between the Town Council and the Redevelopment <br />Commission regarding the maintenance of the Gateway projects, any substantive changes the Town <br />wishes to do must come before the Commission for consideration first. Ultimately, the decision lies with <br />the Town Council. <br />Commissioner Beikman also noted that per the MOU, the former Remster property purchased by the <br />Commission at the corner of High Street and SR 67 was to be deeded over to the Town with the revenue <br />from the billboard going into a non -reverting fund to be put towards any maintenance costs of the <br />Gateway. <br />Commissioner Gutzwiller presented the Assignment and Assumption of Lease for the billboard <br />previously mentioned. Commissioner Boyd made the motion to approve the Assignment and <br />Assumption of Lease for the billboard at the corner of High Street and SR 67. Commissioner Stultz <br />seconded the motion, which carried 5-0. Commissioner Gutzwiller then presented the Quitclaim Deed <br />regarding the property at 118 Monroe Street*. Commissioner Corman made the motion to approve the <br />Quitclaim Deed as presented and name Commissioner Gutzwiller signatory. Commissioner Beikman <br />seconded the motion, which passed 5-0. <br />Bicentennial Park: Manns provided an update that the lighting around the flames are being completely <br />replaced at the cost of the manufacturer and the ship date for those was moved from January 18, 2018 <br />to March 19, 2018. <br />Old Business: Manns stated she has been working with Banning Engineering as well as Meade, the <br />contractor performing the work both on behalf of the Town and Indianapolis Power & Light. They have <br />a 5 to 6 week lead-time to remove the wooden pole and perform all of the work. She is hopeful the <br />project is completed by the end of March. <br />Manns has been working with Paul Uhls on the creation of the banners for Indiana Street. She <br />presented the concept that two versions of the everyday banners would be created and they would <br />then be up for a vote by the general public make a final determination. The banners would be on <br />display in the Government Center where votes could be cast. The Commission agreed with that course <br />of action. <br />Legal Update: Commissioner Gutzwiller asked Manns to read the Contract for Employment of Attorney <br />which covered the Commission from January 1, 2018 to January 31, 2018 at a rate of $200 per hour for <br />
