installed, Mooresville sanitary sewers, public water, natural gas, telephone, electric power and <br />cable television. The following infrastructure will be installed, Fire hydrants, Bridge Street <br />will be widened to provide four lanes, Hadley Road will be widened to provide three lanes, and <br />decorative streetlights will be install. These lights will be maintained by the Village <br />Homeowners Association and the Town of Mooresville will be asked to contribute the standard <br />amount of street lighting. The setbacks for the front line is 25 feet, side building line 4feet <br />minimum, 12 feet aggregate, corner lot front setback will be 25 feet, side of building on street 10 <br />feet, and rear building line 20 feet. The business/retail area will have the following standards of <br />exterior of buildings must be compatible with style of homes, use will be limited to low impact <br />uses that would be complement to the area, landscaping must provide a screen for the adjoining <br />homes and signage and lighting must be compatible with the development theme. There will be <br />a main boulevard through the center of the development, which will be divided by a median with <br />a roundabout circle in the center. The main boulevard will have two -foot concrete chair curbs <br />and gutter, a five-foot grass area between street and the four -foot sidewalk. The other streets <br />will be typical two-lane layout, with two foot concrete roll curb and gutter. The alleys will be <br />twenty feet wide with fourteen foot wide asphalt for access to the back of some of the homes. <br />The entrance sign would be of brickwork with mounds of about eight to ten feet high on each <br />side with landscaping. Mr. Holloway said this development would be similar to the development <br />in Carmel called Village of West Clay. Commissioner Bryant asked how close in proportion <br />were these lots to those in West Clay and Mr. Holloway said the West Clay lots were 50'X100' <br />and the majority were smaller. Commissioner Young asked if the school buses would be able to <br />turn around in the cul-de-sacs on the main streets and Mr. Holloway said they were typical of the <br />cal -de -sacs in Mooresville. Mr. Young said that in one of the developments he has seen that the <br />E buses have to pull up and back up about three times to get turned around. Mr. Holloway said the <br />reason was that the minor radius on the cal -de -sacs was to sharp too start the turn; these radiuses <br />are 60 foot so school buses should be to hug the curb and turn around in the cul-de-sac. Mr. <br />Young asked if they could turn a fire truck around in one of those and Mr. Bruner said their <br />regular fire truck probably could. Mr. McGuire asked Mr. Bruner if they would still put the fire <br />hydrants out in the front, and he said that brought up a good question, normally they have always <br />been up front. Mr. McGuire said they could access both sides of the alley and Mr. Young stated <br />that all other utilities would be in the back instead of out front. Mr. Holloway stated that for the <br />record he was submitting the booklet named Villages at Eastmoore as part of the permanent <br />record. Mr. Young asked if they could give a percentage of two-story homes that might be built <br />and Mr. Holloway stated that he no idea since the homes would be custom built. The round <br />about will have an inside diameter of ninety-five feet and landscaped. Mr. Holloway said they <br />would probably like to start construction in the spring. <br />Commission Young asked if they were going to submit a landscaping plan and Mr. Holloway <br />said yes. They will show a typical landscaping for a home and the boulevard. Mr. Young <br />asked why the far east section of Bridge Street, which Mr. Hopkins put in, had to be reworked <br />and repaved by the County. Mr. Holloway said that Mr. Hopkins did put it in and that it fell <br />apart that is why the County had to repair it. Mr. Young asked how we could be sure that this <br />would not happen with this development. Mr. Beikman said that Mr. Hopkins put in the street <br />according to County standards, the Town standards are more stringent that the county's. This <br />development will be in town so it will have to meet town standards. Mr. Young asked what <br />percent of homes would have to be occupied before there is a homeowners association and Mr. <br />t <br />
