along the curb for the trees, it is the dwarf trees that cause that. Mr. Holloway said the setbacks
were 25 feet so they could put the trees behind the sidewalk if needed and he could put the trees
in the median. Mr. Beikman asked if the rezone included the three lots and Mr. Holloway said
the three lots were not in the rezone, but were included in the PUD request. Mr. Beikman asked
how the three lots would be zoned and Mr. Holloway said they would be single-family residence.
County Commissioner, Jeff Quyle, said the design was a good opportunity for a different
approach for housing in Morgan County and Mooresville, he felt the boulevard and roundabout
will enhance the property value and the community. On the transportation infrastructure, one on
the north end of Bridge Street right now the Mooresville Parks and Recreation District, Morgan
County, and some other entities are exploring the possibilities of developing a green way bike
way network, which would start at North Madison Elementary School come up to Landersdale,
come three or four miles across Landersdale and come down Bridge Street into Mooresville, if
they can get across State Road 67 in some way. Then there would be a green way network on
White Lick Creek all the way down thru Mooresville to Brooklyn to White River and all the way
down to Martinsville. He would hope that the transportation easement right-of-way would be
wide enough to not restrict a wider pedestrian way along the road. Secondly he was glad to see
the left turn lanes included on Bridge Street, because there is a lot of traffic on Bridge Street and
Landersdale connect. Another project the county and the township are looking at is having a
YMCA constructed on Landersdale Road out by the new fire station. This may make more two-
way traffic on Landersdale Road. Third issue is the fact Bridge Street was built at a poor and
crummy standard and has penalized the taxpayers of Morgan County at time when our highway
budgets are only half of what they were three years ago. The county had to spend a substantial
amount of their budget to repair that part of the road that was only four years old. So he would
ask the board that they stipulate that Mr. Hopkins reimburse the county for the cost for
reconstruction of the section on Bridge Street that was built to very poor quality and the county
had to spend taxpayer money to fix that road. Finally, on Hadley Road where the boulevard is
coming out the visibility where Johnson Road comes out onto Hadley, folks say quite often when
they want to turn onto Hadley have very poor visibility when they look east onto Hadley Road,
because of the road's grade is downward and they cannot see over the grade. So he was going to
ask with this project going there will be more traffic and if additional portion of Hadley could be
lowered or graded to improve this condition. Mr. Young said that other towns in the area
generally asked for a traffic study to be done when a project this size was going in. So he feels a
traffic study needs to be done at Hadley Road and State Road 67 where there needs to be two
lanes put there.
Commissioner Crouch asked if the green way would there be some form of pavement there for
people riding bicycles and walking. Mr. Quyle said that the circumstances would dictate that,
the sidewalk on the north side is about 3 ih to 4 feet wide, and he does not know what they will
do. They have already applied to the State for Transportation Enhancement Funds to build one
phase of this, from the Bridge Street, Landersdale Road intersection out to the eastern boundaries
of Collett Acres, about eight tenths of mile. This would be about a ten or twelve foot wide
pedestrian way on the south side of Landersdale.
Vickie Lasiter, 4918 E. Hadley Road, asked if they were only widening Hadley Road at the
f
Crafton property and Mr. Young said yes. She said basically it was just for turning in and
