1157-4 <br />Section 4.8 Leave of Absence without Pay—There was discussion regarding full-time employees who <br />have exhausted their twelve weeks of FMLA leave. Councilman Warthen made a motion to accept the <br />change to the policy. Seconded by Councilman Stanley. Motion passed 4-0 <br />Section 5.5 Use of Information Technologies —There was a recommendation to expand the current use <br />of Town's internet. Warthen made a motion to approve the changes to section 5.5 with a second from <br />Councilman Stanley. Motion carried 4-0 <br />Section 5.6 Social Media Policy - This is a new policy for the employee handbook concerning social media <br />use. Councilman Warthen made a motion to accept the section as written with a second from <br />Councilman Stanley. Motion Carried 4-0 <br />Section 6.3 Employee Conduct - The suggestion was made to expand the list of offenses, listed in <br />groups/severity, with a step structure for discipline outlined. Councilman Cook asked about the right to <br />appeal or a hearing. Town attorney Lee does want to adjust the wording on conducting an investigation <br />since the council is a hearing body and must remain impartial and should not be a part of the <br />investigation. Councilman Warthen made a motion to accept the change as written with a second from <br />Councilman Stanley. Motion Carried 4-0 <br />A final draft will be sent to the council for review prior to December 15th meeting. <br />Project introduction - Mike Dellinger and Andy Lasiter came before the council to propose using his <br />family farmland to develop the land to include additional housing options, and businesses that can <br />benefit the Town of Mooresville. Mr. Dellinger will be working with Mr. Lasiter to work with the <br />planning commission to develop the land into something that will help the Town and leave a legacy <br />for future residents. <br />Additional Appropriation Ordinance 14-2020 (Civilian Bonus) Council President Williams is in favor of the <br />bonuses and explained the finances involved in making these bonuses happen. <br />Councilman Stanley expressed his opposition to the plan as Baker Tilly has suggested not touching those <br />cash reserves as COVID is not over and the future is not certain. <br />Councilman Warthen also expressed his opposition to the bonuses for similar reasons as saving the <br />money is more prudent, especially when the town employees have not missed a paycheck while some <br />taxpayers have been without a job. <br />Councilman Cook expressed his support of the bonuses and made a motion to <br />approve the additional appropriation for the Civilian bonuses. Motion died due to lack of a second. <br />Amended Salary Ordinance 8-2019 (Civilian Bonus) No action taken due to Ordinance 14-2020 died. <br />Additional Appropriation Ordinance 13-2020 (Police Cars) Councilman Warthen motioned to accept <br />appropriation for $152,588.78 to pay off the police cars. There were no comments from the public. <br />Councilman Warthen made a motion to close the public hearing with a second from Councilman Stanley. <br />Motion Carried 4-0 <br />Councilman Warthen made the motion to approve Ordinance 13-2020 with a second from Councilman <br />Stanley. Motion Carried 4-0 <br />New Business: None <br />Other Business: <br />Matt Dalton was sworn in as the new Fire Chief during a swearing-in ceremony. <br />Department Head Reports: <br />Police Chief Julian introduced Bill Foote with Motorola — ERS. He proposed to enter into <br />a service update agreement to keep the software needed to keep the dispatch center up and <br />running. This would be less expensive than the current maintenance agreement, and discussed <br />the difference between the services. No action would be required on this until around April of <br />2021. <br />
